EACC Flags Officer Over Sh386 Million Ministry Tenders

Date:

NAIROBI, Kenya- The Ethics and Anti-Corruption Commission (EACC) has investigated a senior clerical officer in the State Department for Environment over 10 companies linked to him that received Sh385.99 million in government tenders.

The investigation found that the officer, employed by the Ministry of Environment since 2009, was associated with the companies but did not disclose his interests in tenders awarded to them between the 2014/2015 and 2024/2025 financial years.

The EACC recommended charges including conflict of interest, using proceeds of crime, acquiring proceeds of crime and money laundering.

The Director of Public Prosecutions returned the file in July 2026, recommending further investigations.

The case is among 50 inquiry files detailed in the EACC’s third-quarter report, covering July 1 to September 30, 2026, published in the Kenya Gazette on October 30.

The commission recommended prosecution in 43 files, administrative or other action in one, and closure in six.

Turkana county officer linked to family company

The report also details an investigation into a Principal Finance Officer in the Turkana County Government over a company associated with him that received more than Sh62.6 million from the county.

EACC said Apuco Holdings Group Limited was awarded 17 tenders.

The company’s directors were identified as the officer’s two brothers and mother, while the officer was a signatory to one of its bank accounts.

The investigation found that Sh36.68 million was paid into an account in which the officer was the sole signatory.

Two other public officers who were also signatories to a company account received Sh21.02 million from the county, according to the report.

The DPP agreed with EACC’s recommendation to charge those involved.

The matter has been taken to the Eldoret Magistrates’ Court.

In another case, EACC recommended charges against a Kitui County chief officer over five companies that received a combined Sh14.12 million from the county.

The commission said the officer was not a director or signatory but allegedly influenced the tenders while serving as an accounting officer and authority-to-incur-expenditure holder.

The DPP agreed with the recommendation, and the case was filed in Kitui.

DPP response pending on 24 files

The report’s statistical summary shows that, of the 43 files recommended for prosecution, the DPP accepted the recommendation in 10 cases, returned 14 for further investigations and was yet to advise on 24.

The report also includes investigations into alleged forged academic certificates used to obtain public-sector jobs, procurement irregularities and bribery allegations.

The cases remain subject to the outcomes of prosecution and other legal processes.
