ELDORET, Kenya- A recruitment agency director accused of defrauding job seekers of about Sh15 million in an overseas employment scam has been arrested after nearly two years on the run.
Isaac Kipkemei Barmasai, the sole director of Eldoret-based Proline Travel Advisors Limited, was arrested by detectives from the Directorate of Criminal Investigations (DCI) headquarters, including officers from the Operations Action Team and Crime Research and Intelligence Bureau.
They worked with detectives from DCI Turbo.
The DCI said Barmasai allegedly used the agency to promise Kenyans lucrative jobs in Sweden, Australia, the United Kingdom and Canada. The promised placements did not materialise.
Between 2023 and 2024, job seekers allegedly paid between Sh200,000 and Sh1 million each in processing and recruitment fees.
So far, 29 people have recorded statements with detectives, reporting losses estimated at about Sh15 million.
Barmasai was arraigned at Eldoret Law Courts on Friday, October 30, 2026, to face charges of obtaining money by false pretences, contrary to Section 313 of the Penal Code.
The case is scheduled for mention on November 4, 2026.
The DCI urged people seeking overseas jobs to verify recruitment agencies and employment offers before paying fees.
