NAIROBI, Kenya — The Independent Electoral and Boundaries Commission (IEBC) has appointed Ruth Kulundu as its Acting Chief Executive Officer and Commission Secretary following the expiry of Moses Ledama Sunkuli’s six-month tenure in the position.
In an internal memo dated August 4, 2026, IEBC Chairperson Erastus Ethekon announced that Kulundu would assume the role with effect from August 5, 2026.
According to the memo, Kulundu will serve in the acting capacity for two months or until the recruitment and appointment of a substantive Chief Executive Officer and Commission Secretary is completed, whichever comes first.
“The Commission has appointed Ruth Kulundu to the position of Acting Chief Executive Officer/Commission Secretary, effective 5th August 2026,” Ethekon stated.
The IEBC chairperson called on all members of staff to support Kulundu during the transition period to ensure the commission’s operations continue without disruption.
“During this transition, the Commission requests all staff members to extend their full cooperation and support to Ms Kulundu to ensure our operations continue to run smoothly and efficiently,” the memo read.
The appointment comes as the electoral agency continues the process of recruiting a substantive CEO and Commission Secretary ahead of preparations for the 2027 General Election.
Kulundu’s appointment is expected to ensure administrative continuity at the commission’s secretariat while the recruitment exercise is finalised.
Ethekon also expressed appreciation to Sunkuli for his service during the six months he served in the acting capacity.
“The Commission wishes to take this opportunity to thank Mr Moses Ledama Sunkuli for his services during the six months he acted as CEO/Commission Secretary which expired today,” he said.
Sunkuli assumed the acting role earlier this year following the departure of former IEBC Chief Executive Officer Marjan Hussein Marjan. His tenure officially ended on August 4, paving the way for Kulundu to take over.
The leadership transition comes at a critical period for the electoral commission as it intensifies preparations for the 2027 General Election.
Among the key responsibilities awaiting the commission are voter registration, enhancement of electoral technology, boundary-related activities, voter education and stakeholder engagement.
