NAIROBI, Kenya — The Directorate of Criminal Investigations (DCI) has revealed that former Cabinet Secretary Raphael Tuju was physically present in his Karen residence throughout the period he was reported missing, and has been arrested for providing false information to authorities.
DCI Mohammed Amin said that Tuju was booked at Karen Police Station to record a comprehensive statement explaining his whereabouts, the circumstances behind his abandoned vehicle, reports filed by his family, and details of the so-called “good Samaritans” who were alleged to have sheltered him in Kiambu.
“This deliberate conduct by Raphael Tuju appears to be a calculated effort to deceive the public, generate unwarranted sympathy, and undermine the integrity of the National Police Service,” Amin said.
“Based on solid intelligence and meticulous forensic analysis, Tuju was physically present within his residence throughout the period in question. Even at the precise time his mobile phone was switched off at 18:18 hours on 21st March 2026, he was at his Karen residence.”

Amin stressed that this was not an isolated occurrence, noting that the DCI has documented numerous staged disappearances or false abduction claims by public figures, sometimes including politically exposed persons, designed to mislead law enforcement and the public.
“When confronted with the reality that police were closing in on the truth and that his deception could no longer be sustained, Mr. Tuju chose to resurface, confirming investigators’ earlier well-founded suspicion that this was a carefully staged disappearance rather than a genuine abduction,” Amin said.
The DCI director added that following the family’s initial denial of access to Tuju’s residence, a combined operational team of uniformed and plain-clothed officers was deployed to secure the property and ensure compliance with investigations.
“The National Police Service views the provision of false information to authorities as a very serious offence,” Amin said.
