Court Halts Move to Sack ICT Authority CEO Stanley Kamanguya Amid Reappointment Dispute

NAIROBI, Kenya – The High Court has issued temporary orders stopping the ICT Authority Board from discussing or terminating the contract of Chief Executive Officer Stanley Kamanguya, pending the determination of a petition he has filed over his reappointment.

Justice Nduma Nderi, who certified the matter as urgent, directed that all respondents be served and file their replies within five days.

The judge also barred the Board from handling any agenda related to Kamanguya’s reappointment until the matter is heard and determined.

“An injunction is issued restraining the Board from discussing the matter of the petitioner’s reappointment, pending the hearing and determination of this application,” Justice Nderi ruled.

In his petition, Kamanguya claims that the Board of Directors approved and recommended his reappointment to the Cabinet Secretary for ICT and the Digital Economy on March 6, 2025.

The reappointment, he says, was confirmed four days later — on March 10 — by the Cabinet Secretary.

Court documents show the reappointment was set to begin on August 8, 2025.

However, despite this, Kamanguya alleges the Board scheduled a special meeting for Tuesday, July 1, 2025, with an agenda that includes revisiting minutes related to his reappointment.

He argues that the move is not only unlawful but also undermines ongoing legal proceedings.

“It is only fair, lawful, and in the interest of justice that the application be allowed,” the petition reads.

The dispute adds a fresh twist to leadership tensions within the ICT Authority, which has played a critical role in implementing Kenya’s digital transformation agenda under the Ministry of ICT and the Digital Economy.

The court has scheduled the inter partes hearing for July 7, 2025. Until then, Kamanguya remains protected from any actions related to his dismissal or the review of his reappointment.
