DCI Top Commanders Convene Security Strategy Meeting to Tackle Gangs, Cybercrime

NAIROBI, Kenya — The Directorate of Criminal Investigations (DCI) has intensified efforts to combat emerging security threats after Director of Criminal Investigations Mohamed Amin convened a high-level meeting of senior commanders to review the country’s security landscape and strengthen crime-fighting strategies.

The meeting, held at the DCI Headquarters in Nairobi, brought together directors from various investigative units, Formation Commanders, and Regional Criminal Investigations Officers (RCIOs) from across the country.

According to the DCI, the discussions focused on assessing prevailing security challenges, evaluating emerging criminal trends, and aligning operational priorities with Kenya’s broader national security agenda.

Focus on Gangs, Goonism, and Cybercrime

Among the key issues discussed were the rise of criminal gangs, goonism, money laundering, cyber-enabled crimes, and other emerging threats considered capable of undermining public safety, economic stability, and national security.

The meeting comes amid growing public concern over gang-related incidents and organised criminal activities reported in several urban centres, including Nairobi.

Senior commanders also examined the management and analysis of intelligence, with emphasis placed on strengthening intelligence-led investigations and improving coordination between security agencies.

The DCI said effective intelligence gathering remains critical in detecting, preventing, and disrupting increasingly sophisticated criminal networks.

Regional Commanders Present Security Assessments

During the session, commanders presented detailed security assessments from their respective jurisdictions, outlining prevailing threats, ongoing operations, challenges affecting investigations, and gaps requiring intervention.

They also tabled operational plans and response strategies aimed at enhancing crime prevention, detection, and enforcement efforts in their regions.

The presentations provided an opportunity for commanders to share experiences and identify best practices that could be replicated across different parts of the country.

Amin Calls for Professionalism and Accountability

Addressing the meeting, Amin urged commanders to remain vigilant and adapt to evolving criminal tactics.

He emphasised the importance of professionalism, discipline, innovation, and accountability in conducting investigations and responding to emerging threats.

The DCI Director reaffirmed the agency’s commitment to intelligence-led policing and thorough investigations, saying detectives must remain focused on pursuing offenders without fear or favour.

Amin also challenged commanders to maximise available resources and maintain the highest professional standards while carrying out their duties.

Renewed Push for Inter-Agency Cooperation

A key outcome of the meeting was a renewed commitment to strengthen cooperation among security agencies involved in crime prevention and investigations.

The DCI noted that closer collaboration and information sharing will be essential in addressing complex crimes that often cut across jurisdictions and involve multiple criminal networks.

The strategy discussions concluded with commanders pledging to enhance operational readiness, improve coordination, and strengthen investigative capacity as part of ongoing efforts to safeguard national security.

The meeting signals a broader push by the DCI to modernise investigative approaches and respond more effectively to changing crime patterns, particularly in areas such as organised crime, financial crimes, and cyber threats.
