IEBC Gazettes Winners in High-Stakes November 27 By-Elections Across Kenya

NAIROBI, Kenya — The Independent Electoral and Boundaries Commission (IEBC) has formally declared the winners of the 27 November 2025 by-elections, releasing comprehensive results for Senate, National Assembly, and County Assembly seats across 18 constituencies and wards.

The declaration, vide Kenya Gazette, signed by IEBC Chairperson Erastus Edung Ethekon and dated 1 December 2025, confirms that all listed candidates secured victory after receiving the highest number of votes and meeting constitutional and statutory requirements under Articles 88, 97, 98, 101, 177, and 194 of the Constitution, alongside provisions of the Elections Act and IEBC regulations.

In Baringo County, Kiprono Chemitei Cheburet of the United Democratic Alliance (UDA) was elected Senator with 55,246 votes, reclaiming the seat for the ruling party in a high-turnout contest.

The National Assembly races featured a strong showing from both UDA and the Orange Democratic Movement (ODM). ODM captured three parliamentary seats—Magarini, Ugunja, and Kasipul—while UDA secured victories in Banissa, Mbeere North, and Malava.

Key parliamentary outcomes include:

  • Magarini (Kilifi): Harrison Garama Kombe (ODM) – 17,909 votes
  • Banissa (Mandera): Hassan Ahmed Maalim (UDA) – 10,431 votes
  • Mbeere North (Embu): Leo Wa Muthende Njeru (UDA) – 15,802 votes
  • Malava (Kakamega): David Athman Ndakwa (UDA) – 21,564 votes
  • Ugunja (Siaya): Moses Okoth Omondi (ODM) – 9,447 votes
  • Kasipul (Homa Bay): Boyd Were Ongondo (ODM) – 16,819 votes

The Ugunja and Kasipul victories further cement ODM’s influence in Nyanza, while UDA maintained strong traction in Central, Rift Valley, and Northern Kenya.

County Assembly by-elections produced a more diverse map, with victories shared among UDA, DCP, Wiper, UPA, PDP, and an Independent candidate.

UDA led with multiple ward wins in Tana River, Garissa, Turkana, Samburu, Nandi, and Kajiado. Democracy for the Citizens Party (DCP) secured seats in Narok and Nairobi, while Wiper took Mumbuni North in Machakos.

A standout victory was recorded in Kabuchai/Chwele Ward (Bungoma), where Independent candidate Eric Wekesa garnered an impressive 6,162 votes—one of the highest tallies across all MCA contests.

Other notable ward winners include:

  • Chewani Ward (Tana River): Sophia Hamadawa Maro (UDA) – 1,427 votes
  • Fafi Ward (Garissa): Hassan Aden Kolosho (UDA) – 1,414 votes
  • Mumbuni North (Machakos): Antony Kyalo Kisoi (Wiper) – 3,849 votes
  • Lake Zone (Turkana North): John Namesek Erot (UDA) – 3,559 votes
  • Nanaam (Turkana West): Cosmas Longor Napeikar (UDA) – 1,543 votes
  • Angata Nanyokie (Samburu North): Isabella Leshimpiro (UDA) – 1,239 votes
  • Chemundu/Kapng’etuny (Nandi): Vincent Kiplimo Ruto (UDA) – 2,999 votes
  • Narok Town (Narok North): Douglas Twala Masikonde (DCP) – 5,997 votes
  • Purko (Kajiado Central): Amos Maayiai Mpusia (UDA) – 2,085 votes
  • Kisa East (Khwisero): Dickson Aduda Okwiri (DCP) – 1,952 votes
  • Nyamaiya (West Mugirango): Christopher Moturi Osiemo (UPA) – 4,790 votes
  • Ekerenyo (North Mugirango): Jeremiah Njenga Ongaro (UPA) – 3,507 votes
  • Nyansiongo (Borabu): Jackson Mogusu Mochumbe (PDP) – 2,759 votes
  • Kariobangi North (Embakasi North): David Wanyoike Warui (DCP) – 2,282 votes

The IEBC emphasised that all declared winners met the constitutional thresholds, including compliance with the Elections Act, verification processes under Regulations 83 and 87, and strict adherence to procedural safeguards.

The by-elections were triggered by a mix of vacancies arising from resignations, appointments, deaths, and nullified results.

The results provide a political temperature reading ahead of the 2027 General Election. UDA’s broad spread of wins reinforces its national organisational reach, while ODM’s victories in its strongholds signal sustained grassroots support.

Fresh parties such as DCP and UPA made strategic gains, especially in urban and rural swing wards, demonstrating increasing pluralism in local politics.

The gazette notice concludes the by-election process, paving the way for immediate swearing-ins and constituency service resumption across the affected regions.
