Kenya, Armenia Sign First-Ever Diaspora Cooperation Agreement

NAIROBI, Kenya — Kenya and Armenia have signed a landmark Memorandum of Understanding (MoU) on diaspora affairs cooperation, marking the first formal agreement between the two countries aimed at strengthening engagement between their diaspora communities.

The agreement was signed through Kenya’s State Department for Diaspora Affairs and Armenia’s Office of the High Commissioner for Diaspora Affairs.

The MoU was signed by Diaspora Affairs Principal Secretary Roseline K. Njogu and Armenia’s High Commissioner for Diaspora Affairs Zareh Sinanyan.

According to the Ministry of Foreign and Diaspora Affairs, the agreement represents a significant milestone in strengthening bilateral relations and deepening cooperation between Kenya and Armenia through their respective diaspora communities.

Under the framework, the two countries will collaborate on diaspora consultations, knowledge exchange, joint awareness initiatives, youth engagement, and the promotion of cultural heritage programmes.

The State Department for Diaspora Affairs and Armenia’s Office of the High Commissioner for Diaspora Affairs will serve as the implementing agencies of the agreement.

A joint committee will be established to oversee implementation, conduct periodic reviews, monitor progress, and identify new areas of collaboration in diaspora matters.

The government said the agreement aligns with Kenya’s broader diaspora diplomacy agenda, which has been identified as a key pillar of the Bottom-Up Economic Transformation Agenda (BETA) and the country’s foreign policy objectives.

Officials noted that the partnership positions diaspora communities as active participants in strengthening cultural ties, expanding economic cooperation, and enhancing people-to-people relations between Kenya and Armenia.

The Ministry reiterated Kenya’s commitment to protecting, engaging and empowering Kenyans living abroad, saying their rights, welfare and dignity remain a national priority.

The agreement is expected to open new opportunities for cooperation in areas such as investment, cultural exchange, youth programmes, and institutional collaboration between the two nations.
