NAIROBI, Kenya – Interior and National Administration Cabinet Secretary Kipchumba Murkomen has appealed to Parliament to allocate more funds for the construction of security roads and the modernisation of police infrastructure in conflict-prone regions.
Appearing before the Senate Plenary on Wednesday, Murkomen said the success of ongoing peace operations depends heavily on the development of essential infrastructure, particularly in areas affected by banditry.
“Banditry will not be won through guns and arresting people but through the development of infrastructure such as roads and enhancing security equipment,” he told senators.

The CS cited significant progress in the ongoing Operation Maliza Uhalifu (OMU) across Kerio Valley, Samburu, Laikipia, Baringo, Elgeyo Marakwet, and parts of Meru, saying normalcy is gradually returning as schools reopen and trading centres resume operations.
Murkomen also highlighted the impact of the Jukwaa la Usalama forums held across all 47 counties, noting that they have strengthened collaboration among citizens, administrators, and security agencies in addressing grassroots challenges.
He urged lawmakers to support the Ministry’s push for better funding to improve police housing, communication systems, and road networks in remote regions, arguing that infrastructure is the foundation of lasting peace.
“Lasting peace comes when security and development move together. Our investment in infrastructure is not just about security—it is about restoring dignity and opportunity to communities that have long been isolated,” he said.
Murkomen reaffirmed the government’s commitment to modernising the security sector, adding that with Parliament’s backing, the Ministry will continue to build systems that promote peace, stability, and national unity.
