The appointment was confirmed through a gazette notice dated December 5, 2024.
This announcement comes just weeks after President Ruto nominated Hassan for the role. Hassan, who led the Independent Electoral and Boundaries Commission (IEBC) from 2011 to 2016, will take over from outgoing IPOA Chair Anne Makori.
“In exercise of the powers conferred by section 11 (8) of the Independent Policing Oversight Authority Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Ahmed Issack Hassan to be the chairperson of the Independent Policing Oversight Authority,” the notice stated.
Hassan’s tenure at the IEBC was marked by both challenges and milestones, including overseeing the controversial 2013 general election and introducing key electoral reforms.
His new role at IPOA positions him at the helm of Kenya’s efforts to enhance police accountability and improve public trust in law enforcement.
In addition to Hassan’s appointment, President Ruto named Charles Orinda Dulo as the Chairperson of the Commission on Administrative Justice (CAJ).
Former Starehe MP Charles Njagua Kanyi, popularly known as Jaguar, and Dorothy Jemator Kimengech will serve as members of the CAJ board.
The President also announced members of the IPOA board: Ann Wanjiku Mwangi, Dr. Micah Onyiego Nyakego, Boniface Kipkemoi Samati, Dr. Annette Mbogoh, John Muchiri Nyaga, Ken Williams Nyakomitah, and Jackline Lukalo Mwenesi.
These appointments come at a critical time as the government continues to prioritize reforms in policing and governance institutions.
The Independent Policing Oversight Authority, in particular, plays a vital role in ensuring that police officers operate within the bounds of the law while safeguarding citizens’ rights.
