NAIROBI, Kenya – President William Ruto has moved Government Spokesperson Isaac Mwaura to a new role as Head of the Office of Diversity, Inclusion and Disability Rights within the Executive Office of the President, paving the way for Charles Owino Wahong’o to take over as Government Spokesperson.
The changes are contained in Presidential Action No. XI of 2026, issued on Tuesday by Chief of Staff and Head of Public Service Felix Koskei.
According to the statement, the Public Service Commission approved the promotion and redesignation of Mwaura, alongside other changes affecting senior government positions.
“Isaac M. Mwaura – Promoted and redesignated as Head of the Office of Diversity, Inclusion and Disability Rights, Executive Office of the President,” the statement reads.
Mwaura’s reassignment is part of a wider restructuring exercise involving changes in senior roles within the Executive, as well as nominations to constitutional commissions and statutory bodies.
Following his move, Charles Owino Wahong’o has been appointed as the new Government Spokesperson after being redeployed from the Ministry of Information, Communications and the Digital Economy, where he had been serving as acting Head of Government Communications.
“Charles Owino Wahong’o – Redeployed from the Ministry of Information, Communications & The Digital Economy as the acting Head of Government Communications and appointed as the Government Spokesperson, Executive Office of the President,” the statement says.
Mwaura served as Government Spokesperson, where he was responsible for communicating government policies, responding to public concerns and issuing official updates on behalf of the administration.
In his new position, he will lead government efforts and programmes relating to diversity, inclusion and disability rights within the Executive Office of the President.
The changes took effect after approval by the Public Service Commission as part of a broader reorganisation of senior government positions announced by the Presidency.
