NAIROBI, Kenya – A former Independent Electoral and Boundaries Commission (IEBC) Assistant Elections Officer has been fined Sh80,000 after being convicted of using a false academic certificate to seek promotion at the electoral agency.
The Milimani Anti-Corruption Court delivered the judgment on September 17, 2026, ordering George Kipyatich Kibor to pay the fine or serve eight months in prison if he defaults.
The Ethics and Anti-Corruption Commission (EACC) said Kibor submitted a forged Bachelor of Business Management (Finance and Banking) certificate purportedly issued by Moi University.
Fake Degree Used in Promotion Bid
According to the EACC, Kibor used the certificate to support his application for promotion from IEBC Grade 8 to Grade 7.
The commission said its investigations established that the certificate presented by Kibor was not genuine.
“Investigations by the Ethics and Anti-Corruption Commission (EACC) established that Mr Kibor had submitted a forged Bachelor of Business Management (Finance and Banking) degree certificate,” the commission said.
The case was listed among corruption matters scheduled for judgment at the Milimani Anti-Corruption Court during the week of September 14–18.
Kibor Charged in March
Kibor was arrested and charged before the Milimani Anti-Corruption Court on March 10, 2026.
He faced charges relating to forgery of a degree certificate and uttering a false document.
However, the court acquitted him on the forgery charge but found him guilty of uttering a false document.
The court subsequently imposed the Sh80,000 fine, with an eight-month custodial sentence as the alternative in case of non-payment.
EACC Welcomes Conviction
The EACC welcomed the conviction and sentence, saying the outcome should serve as a deterrent to people who use false academic documents to obtain employment-related benefits or advancement.
The commission said the case demonstrates the consequences of presenting fraudulent academic credentials.
The conviction comes amid continued scrutiny of academic qualifications used to secure public-sector positions and promotions.
Kibor’s Moi University Background
Records show that Kibor has previously been associated with Moi University.
A 2015 High Court case involving Kibor and two others stated that they had been enrolled at the university’s School of Business and Economics for Bachelor of Business Management studies. The court record said they had been removed from the graduation list over outstanding fees at the time.
A later parliamentary longlist also records Kibor as holding a Bachelor of Business Management (Finance), Moi University (2015) and a Master of Business Administration (Strategic Management), Moi University (2023).
The EACC case, however, concerned the particular Bachelor of Business Management (Finance and Banking) certificate submitted in support of his IEBC promotion application.
Eight-Month Jail Term if Fine Is Not Paid
Kibor will avoid the custodial sentence if he pays the Sh80,000 fine as ordered by the court.
The EACC said it welcomed the outcome as part of its mandate to investigate and prosecute corruption and related offences involving public institutions.
The conviction brings to a close the criminal proceedings arising from the disputed academic document submitted during Kibor’s bid for promotion at the IEBC.
