For years, Noah Kirwa Maiyo has remained one of the most powerful yet least publicly known figures within Kenya’s security establishment.
The veteran police officer rose to national attention as the man tasked with protecting President William Ruto, serving as the Presidential Escort Commander and overseeing one of the country’s most elite security formations.
Maiyo made headlines again after being moved from the Presidential Escort Unit (PEU) to Vigilance following Sunday’s dramatic security breach involving President Ruto in Kilifi County.
A Career Built Around Presidential Protection
Security insiders describe Maiyo as a highly disciplined and battle-tested close-protection officer who spent decades within Kenya’s elite presidential security system.
According to profiles shared by security analysts and colleagues, Maiyo began his journey within the General Service Unit (GSU), specifically the highly trained Recce Company, which is known for handling specialised tactical operations and VIP protection.
Over the years, he became one of the most trusted officers in presidential security circles, gradually rising through the ranks due to his operational experience and expertise in close protection.
By the time William Ruto became President in 2022, Maiyo was already deeply embedded within the presidential protection architecture and was considered among the key officers responsible for the Head of State’s personal safety.
The Man Behind Ruto’s Security Ring
As Presidential Escort Commander, Maiyo was responsible for coordinating the President’s movements, advance security planning, threat assessments and deployment of officers surrounding the Head of State.
The role placed him at the centre of every presidential function, rally, church event and state engagement.
Within Kenya’s security structure, the Presidential Escort Commander holds immense operational authority and can even advise against presidential movement if a location is considered unsafe.
Security experts say the commander controls the inner protective ring around the President, working with officers drawn mainly from the elite Recce Squad.
Most of these officers undergo advanced tactical and close-protection training both locally and abroad.
Known for Calmness and Discipline
Despite operating in one of the country’s most high-pressure environments, Maiyo built a reputation as a calm, highly disciplined and low-profile officer.
Those who worked with him describe him as extremely observant and deeply respected within security circles for his professionalism and tactical awareness.
He became a familiar figure around President Ruto during public rallies and state functions, often seen maintaining close watch near the President while coordinating the presidential security formation.
Why He Was Removed
Maiyo’s redeployment came after a serious security scare in Kilifi County where a man managed to breach security and rush towards President Ruto during a public event.
Although the individual was quickly subdued, the incident raised concerns in top security circles and prompted immediate changes in the Presidential Escort Unit.
Under Kenya’s security structure, the Presidential Escort Commander bears overall operational responsibility for the President’s protection during public engagements, making the office highly accountable whenever breaches occur.
Maiyo has since been moved to Vigilance while senior officer William Sawe takes over as the new Presidential Escort Commander.
Even after the reshuffle, security analysts maintain that Maiyo remains one of Kenya’s most experienced VIP protection officers, having spent decades guarding some of the country’s most powerful leaders.
