Ruto Reshuffles Parastatal Boards in Wide-Ranging Appointments

NAIROBI, Kenya – President William Ruto and several Cabinet Secretaries have announced sweeping changes to the leadership of parastatal boards and public institutions, in what appears to be a fresh push to align state corporations with the Bottom-Up Economic Transformation Agenda (BETA).

The appointments and revocations were contained in a series of Gazette notices dated September 5, 2025.

Blue Economy Focus

Ruto named Dr Samier Muravvej as the non-executive chairperson of the Kenya Fisheries Service Board for a three-year term, placing him at the centre of the country’s fisheries management and blue economy strategy.

The appointment coincided with the revocation of Muravvej’s role as chairperson of the National Syndemic Diseases Control Council.

Shifts in Sports Governance

Youth Affairs, Creative Economy and Sports CS Salim Mvurya revoked the appointment of Billy Komintai Konchellah as a board member of the Anti-Doping Agency of Kenya (ADAK), effective August 29, 2025.

Almost simultaneously, Konchellah was appointed by Gender CS Hanna Cheptumo to the National Heroes Council, where he will serve a three-year term starting September 5.

University Council Changes

Education CS Julius Ogamba made multiple changes within public university councils:

  • Rosebella Namango joined the Kenyatta University Council, replacing Alice Waruguru Muita and Ibrahim Abdi Mude.
  • Muita moved to the Dedan Kimathi University of Technology Council, while Mude was reassigned to the Machakos University Council.
  • Amos Okello, dropped from Egerton University, was appointed to the Bomet University College Council.
  • Razoah Vitisia was shifted from the University of Eldoret Council to Tom Mboya University.
  • Nashon Edward Oluoch Nyona was reappointed to the Taita Taveta University Council.
  • Issa Mohamed Ahmed joined the Tharaka University Council.

All appointments take effect from September 5, 2025, for three years.

Health, Lands and Mining

In the health sector, CS Aden Duale appointed Boniface Yego to the board of the Kenya National Public Health Institute for a three-year term.

Elsewhere, Lands and Housing CS Alice Wahome launched an adjudication programme for the Korosi Community in Tiaty, Baringo, under the Community Land Act, to survey and register communal land for pastoral use.

Mining CS Hassan Joho revealed that Nakuru Mining Company Limited had applied for a limestone prospecting licence in Kajiado County.

The application, covering 2.14 km², will be open to public scrutiny and comment for 21 days via the ministry’s cadastre portal.

Joho also announced the formation of a Community Development Agreement Committee for the Kakori Community in Tiaty Sub-County, Baringo, to work with Chuanshan International Mining Company Limited on equitable benefit-sharing.

The appointments and revocations reflect Ruto’s broader restructuring drive across key sectors including health, education, mining and sports, with a stated goal of enhancing governance, efficiency, and accountability in state institutions.
