NAIROBI, Kenya- Energy and Petroleum Cabinet Secretary Opiyo Wandayi has approved the appointment of new chief executives at three energy agencies, with all three taking office immediately.
CPA Tom Odhiambo Imbo has been appointed Managing Director and Chief Executive Officer of the Kenya Electricity Transmission Company Limited (KETRACO).
Stephen Kipsang Busieney will serve as Managing Director and Chief Executive Officer of the Geothermal Development Company Limited (GDC), while Engineer Edward Mwirigi Kinyua takes over as Director General of the Energy and Petroleum Regulatory Authority (EPRA).
Wandayi announced the appointments in a statement dated September 30, 2026.
Boards conducted recruitment
The Cabinet Secretary said the appointments followed recruitment processes conducted by the respective agencies’ boards of directors.
“The appointments, which are to take effect immediately, are a culmination of rigorous recruitment processes undertaken in accordance with the applicable laws and relevant Human Resource guidelines,” the statement said.
The ministry cited the State Corporations Act, the Companies Act and the Energy Act as the legal framework guiding the appointments.
The statement did not specify the appointees’ contract lengths, name their predecessors or provide details of their professional backgrounds.
Leadership across three energy agencies
The appointments place new leaders at institutions responsible for electricity transmission, geothermal development and energy regulation.
Imbo will head KETRACO, whose work centres on the country’s high-voltage electricity transmission network. Busieney will lead GDC, which develops geothermal resources for electricity generation.
Kinyua takes charge of EPRA, the regulator overseeing the electricity and petroleum sectors.
Wandayi congratulated the three appointees and said he expected their leadership to support President William Ruto’s plans for the energy and petroleum sector.
