NAIROBI, Kenya – Parliament has approved former Wajir Woman Representative Fatuma Ibrahim Ali as the female non-Member Commissioner of the Parliamentary Service Commission (PSC), completing the approval process for her appointment.
The National Assembly approved her nomination after considering a motion tabled by PSC Commissioner Patrick Makau.
Makau said Fatuma underwent a comprehensive assessment covering her academic and professional qualifications, parliamentary experience, leadership and management capabilities, understanding of Parliament and the PSC, as well as the integrity requirements under Chapter Six of the Constitution.
“The Commission interviewed her on 10th September 2026 and assessed her qualifications, covering academic qualifications, relevant experience, understanding of Parliament and the Commission, leadership and management, and the Chapter Six requirements on leadership and integrity,” Makau said.
The selection process also included public participation and verification of shortlisted candidates by relevant State agencies.
Fatuma Replaces Former Commissioner Rachel Ameso
Fatuma takes over the position following the expiry of the term of former commissioner Rachel Ameso.
Her approval by the National Assembly follows the Senate’s approval of her nomination after considering a report by the Standing Committee on Justice, Legal Affairs and Human Rights.
The committee conducted her approval hearing on September 28, 2026.
The position is one of two non-Member seats in the PSC reserved under Article 127(2)(d) of the Constitution for persons experienced in public affairs who are not Members of Parliament.
Parliament advertised the vacancy on August 14, attracting 75 applicants.
Of those, 12 candidates were shortlisted and interviewed, with Fatuma emerging with the highest score, according to Parliament.
Former MP Brings Parliamentary Experience
Adan Keyna, who seconded the motion, described the PSC as an important institution in safeguarding the welfare of Members of Parliament and parliamentary staff.
He said Fatuma’s experience as a former Member of Parliament and member of the East African Legislative Assembly, as well as her service in public institutions, would enable her to understand the needs and aspirations of Parliament.
Her appointment adds a former legislator to the commission at a time when the PSC continues to oversee administrative and welfare matters affecting Parliament and its staff.
Parliament Approves Appointment After Senate Process
Fatuma’s approval completes the parliamentary process required for her appointment to the non-Member position.
Her selection followed a competitive process involving applications, shortlisting, interviews, public participation and background verification.
The PSC is established under Article 127 of the Constitution and is responsible for providing services and facilities to Parliament and ensuring the welfare of Members and parliamentary staff.
