Correctional Services Seeks Microsoft Partnership to Modernise Inmate Training and Digital Systems

NAIROBI, Kenya — The State Department for Correctional Services is exploring a partnership with Microsoft to modernise vocational training programmes and accelerate the digital transformation of correctional facilities across the country.

The initiative aims to align formal and vocational training offered to offenders with evolving industry demands, improving their employability and easing reintegration into society upon release.

Speaking during an exploratory meeting with Microsoft officials, Principal Secretary Dr Salome Beacco said correctional institutions must continuously adapt their training programmes to match emerging labour market needs.

She noted that strengthening infrastructure and expanding skills development in areas relevant to modern industries would enhance the effectiveness of rehabilitation efforts.

According to Dr Beacco, equipping offenders with market-driven skills can play a critical role in reducing repeat offending by increasing opportunities for gainful employment after release.

“Imparting industry-relevant skills to offenders will help reduce recidivism, as the chances of those exiting correctional facilities securing employment will improve,” she said.

The Principal Secretary also highlighted the department’s plans to digitise operations through the Integrated Correctional Management Information System (ICMIS), a platform expected to streamline administration and improve service delivery within correctional facilities.

She said the department would seek support from development and technology partners to facilitate the transition from manual systems to fully digital operations, including the provision of technological devices and staff training.

The proposed collaboration comes as the government intensifies efforts to modernise public institutions and integrate technology into service delivery.

Representing Microsoft, Managing Director of the Microsoft Africa Development Center, Catherine Muraga, expressed the company’s willingness to explore areas of cooperation with the department.

Muraga said Microsoft would assess potential areas of collaboration that could support the department’s rehabilitation and digitalisation agenda.

She noted that the company is already working with approximately 16 universities across Kenya and engaging secondary school students through initiatives designed to encourage young people to pursue technology-related careers.

According to Muraga, Microsoft is helping learners access modern digital tools and innovative methodologies aimed at preparing them for the rapidly evolving technology sector.

The State Department for Correctional Services has identified education and vocational training as key pillars of offender rehabilitation, with programmes designed to equip inmates with practical skills and qualifications that can support successful reintegration into society.
