KMPDU Deputy Secretary General Dennis Miskellah Appointed To LAPFUND Board

Date:

NAIROBI, Kenya – Kenya Medical Practitioners, Pharmacists and Dentists Union (KMPDU) Deputy Secretary General Dr Dennis Miskellah has been appointed to the Board of Trustees of the Local Authorities Provident Fund (LAPFUND) for a three-year term.

The appointment was announced in Gazette Notice No. 15978, dated October 9, 2026, by National Treasury Cabinet Secretary John Mbadi under Section 5(1) of the Local Authorities Provident Fund Act.

The notice states that Mbadi appointed Kevin Owango Onyango and Miskellah as members of the board for three years, effective October 9, 2026.

Miskellah was appointed under paragraph (d) of Section 5(1), while Onyango was appointed under paragraph (c).

KMPDU Welcomes Appointment Amid Sh100 Billion Arrears

KMPDU Secretary General Dr Davji Atellah welcomed Miskellah’s appointment, saying it presents an opportunity to strengthen accountability in the management of the fund.

Atellah noted that county governments owe LAPFUND more than Sh100 billion in unremitted contributions, raising concerns about the management of employees’ retirement savings.

He said he expected Miskellah to bring firm and principled leadership to the board, particularly in safeguarding members’ savings and ensuring proper accountability for the fund’s resources.

The appointment comes as LAPFUND faces a substantial backlog of unpaid employer contributions from county governments.

Miskellah Joins Board Overseeing Pension Fund

LAPFUND is a retirement benefits scheme that manages pension contributions for employees of local authorities and related public bodies.

As a trustee, Miskellah will join other board members in overseeing the fund’s management, including investment decisions and matters affecting members’ interests.

His appointment adds union representation to the board at a time when unpaid contributions remain a major concern for the scheme and its members.

Other State Board Appointments Announced

Miskellah’s appointment was part of a broader round of state board appointments and reappointments announced during the week.

President William Ruto renewed the terms of Francis Moroto, Habon Farah, Joseph Boit and Rusiana Mitau on the NEPAD Kenya Governing Council for a further three years.

Mbadi also made separate appointments to the National Government Constituencies Development Fund (NG-CDF) Board of Directors.

Meanwhile, Energy and Petroleum Cabinet Secretary Opiyo Wandayi confirmed new chief executives following competitive recruitment processes.

The appointments included Tom Odhiambo Imbo at the Kenya Electricity Transmission Company (KETRACO), Stephen Kipsang Busieney at the Geothermal Development Company (GDC), and Edward Mwirigi Kinyua at the Energy and Petroleum Regulatory Authority (EPRA).
