Kindiki Targets Alcohol Cartels With Asset Seizures and New Laws

Date:

NAIROBI, Kenya – Deputy President Kithure Kindiki has announced plans to tighten Kenya’s laws against illicit alcohol and drug cartels, with proposed asset seizures and financial forfeitures expected to weaken criminal networks and help fund addiction rehabilitation programmes.

Kindiki said on Wednesday, October 21, that intelligence-led, multi-agency operations had conducted 125 raids over the preceding 10 days, comprising nine operations targeting illicit ethanol and 116 raids against brews produced without meeting public health and quality standards.

The latest figures signal an intensified government campaign against manufacturers and distributors of dangerous alcoholic drinks, as authorities seek to disrupt the supply chains behind the illegal trade.

Government Targets Cartels’ Financial Networks

Kindiki said the government had finalised legislative proposals intended to impose tighter controls on manufacturers, distributors and individuals who facilitate the supply of illicit ethanol and chemical-laced alcoholic beverages.

A central element of the proposed changes is the seizure and forfeiture of assets and funds linked to illicit alcohol and drug trafficking networks.

According to Kindiki, the legal framework is being finalised to enable authorities to weaken the financial resources that sustain the cartels. The government intends to direct proceeds recovered from seized assets and funds towards rehabilitating people affected by addiction.

The proposals are not yet the same as enacted law. Their eventual impact will depend on the legislation introduced, its passage and the safeguards governing asset seizure and forfeiture.

Harambee House Annex Becomes Coordination Centre

The Deputy President said the government had established a permanent coordinating mechanism at Harambee House Annex to bring together national government departments, security agencies and regulatory bodies involved in the crackdown.

The move is intended to improve information-sharing and coordination among institutions responsible for policing, prosecutions, product standards and alcohol regulation.

Kindiki also said the government had strengthened engagement among enforcement agencies and was preparing a framework for involving local communities in the campaign. He indicated that the framework would be released the following week.

The latest deliberations involved the Inspector General of Police, the Director of Public Prosecutions, representatives of the Council of Governors, principal secretaries and heads of relevant agencies.

The multi-agency approach builds on measures announced in September, when Kindiki directed fresh inspections of alcohol manufacturing premises to establish whether producers were complying with applicable standards and regulations.

Traditional Brewers May Get a Legal Route

In a significant distinction between illegal production and traditional brewing, Kindiki said traditional alcoholic beverages that meet Kenya Bureau of Standards requirements would be formalised and licensed.

The proposed approach suggests that the crackdown is not intended to eliminate every traditional brew, but to bring qualifying products within the regulated market.

However, formalisation would depend on producers meeting the applicable quality, health and licensing requirements. The announcement did not provide a detailed timetable or explain the full licensing process.

The move could provide compliant traditional brewers with a route to operate legally while giving regulators clearer standards against which to assess products sold to consumers.

Crackdown Moves Beyond Raids

The reported 125 raids are part of a wider government strategy targeting illicit alcohol and drug networks, including manufacturers, distributors and people accused of enabling their operations.

The government has previously announced plans to strengthen inspections and expand access to addiction treatment. In September, Kindiki said national and county governments intended to establish at least one public rehabilitation centre in each county within a year, with an estimated cost of Sh60 million per facility.

The latest proposals would add a financial dimension to enforcement by seeking to redirect recovered proceeds towards rehabilitation.
