NAIROBI, Kenya – Nairobi City County has reassigned responsibilities in a fresh administrative shake-up that places Zipporah Njeri Mwangi in charge of public participation, citizen engagement and customer service in an acting capacity, a portfolio previously held by Geoffrey Mosiria.
A notice dated Wednesday, October 21, 2026, and signed by County Secretary and Head of County Public Service Dr Machel Waikenda, assigns Mwangi the additional acting responsibility while retaining her substantive role as Chief Officer for City Culture, Arts and Tourism.
The changes take effect immediately.
Although the notice does not mention Mosiria by name or explicitly announce his dismissal, Mwangi’s new designation signals a change in leadership of the citizen engagement docket, which Mosiria has been heading. Nairobi County’s official website lists him as the Chief Officer for Citizen Engagement and Customer Service.
Mosiria’s Position in the New Changes
Mosiria has been a prominent figure in Nairobi County’s administration, particularly during his earlier tenure in the environment department and his subsequent move to citizen engagement and customer service.
His latest reported political ambitions have also placed him in the spotlight. He has declared his intention to contest the Nairobi gubernatorial seat in the 2027 General Election against incumbent Governor Johnson Sakaja.
The new notice, however, does not explain the reasons for assigning Mwangi the acting portfolio, nor does it state whether Mosiria has been transferred to another department, suspended or removed from county employment altogether.
Three Chief Officers Affected
Besides Mwangi’s expanded responsibilities, the notice outlines changes affecting two other senior county officers.
Engineer Samwel Njogu has been designated Acting Chief Officer for Mobility.
Godfrey Akumali, who was heading Housing and Urban Renewal, has been assigned that portfolio alongside the acting Lands docket.
The three changes were made under sections 44(3)(a), 45(5) and 64 of the County Governments Act, 2012, according to the county secretary’s notice.
What the Changes Mean for City Hall
The reassignment places Mwangi in charge of two portfolios, with responsibility for culture, arts and tourism alongside the acting citizen engagement and customer service docket.
The latter portfolio is a key point of contact between the county administration and Nairobi residents, covering public participation, citizen engagement and customer service.
The immediate effect of the notice is clear: Mwangi assumes the acting responsibilities with immediate effect. What remains unclear is Mosiria’s next assignment and whether the county intends to issue a separate communication on his employment status.
