NAIROBI, Kenya — Police officers who were injured during demonstrations, public protests and riots are set to undergo a verification exercise as the government moves to establish cases eligible for compensation.
According to a memo seen by Y News, the exercise will target officers whose details have been submitted as victims of human rights violations resulting exclusively from demonstrations, public protests and riots between January 1, 2013, and June 2, 2026.
The verification will be conducted by a taskforce established to coordinate the framework for compensation of victims of demonstrations and public protests.
The memo was addressed to all directors at Administration Police Service (APS) headquarters and referenced a Deputy Inspector General’s letter dated September 7, 2026.
Taskforce to verify officers’ records
The taskforce will visit various counties to verify documentation relating to officers whose details have been submitted for compensation.
The exercise follows the establishment of the Taskforce for Coordination on the Framework for Compensation of Victims of Demonstrations and Public Protests by President William Ruto on August 6, 2025.
According to the memo, the taskforce’s verification will focus specifically on officers reported to have suffered human rights violations as a result of demonstrations, public protests and riots during the period under review.
The exercise is intended to verify the documentation supporting the cases submitted for consideration.
Verification exercise begins in Rift Valley and Western regions
The verification exercise is scheduled to begin in the Rift Valley and Western regions before moving to other parts of the country.
In the Rift Valley, officers from Uasin Gishu, Turkana, West Pokot, Nandi and Elgeyo-Marakwet are scheduled for verification on September 8 and 9, 2026.
Officers from Nakuru, Narok, Baringo, Kericho, Samburu and Bomet will undergo verification on September 10 and 11.
In the Western region, the exercise will cover Busia on September 8, followed by Bungoma on September 9, and Kakamega and Vihiga on September 10 and 11.
Central and Eastern regions next
The taskforce will then move to the Central and Eastern regions.
In Central Kenya, officers from Nyeri, Nyandarua and Laikipia are scheduled for verification on September 15 and 16.
The exercise will proceed to Murang’a and Kirinyaga on September 17 and 18.
In the Eastern region, officers from Isiolo, Marsabit and Meru will be verified on September 15, followed by Embu and Tharaka Nithi on September 16.
The exercise will then cover Machakos, Kitui and Makueni on September 17 and 18.
Northern Kenya and Coast included
The verification exercise will also cover counties in Northern Kenya and the Coast.
Officers from Garissa, Mandera and Wajir are scheduled for verification on September 22 and 25.
In the Coast region, the exercise will cover Lamu, Kilifi and Tana River on September 22.
Verification for Kwale and Mombasa is scheduled for September 23 and 24, while officers from Taita Taveta will be covered on September 25.
Nairobi verification to run into October
The final phase of the exercise will cover Nairobi, Kiambu and Kajiado.
According to the memo, verification in these counties will run from September 29 to October 2, 2026.
The schedule makes Nairobi the last region listed for the nationwide exercise.
The memo directs officers to present themselves at the designated verification centres and provide the required documentation.
Compensation framework follows years of protest-related unrest
The verification process covers incidents dating back more than a decade, from January 2013 through June 2, 2026.
The exercise therefore encompasses cases arising from different periods of demonstrations, public protests and riots during which police officers were reported to have been injured or subjected to human rights violations.
The taskforce’s work is expected to establish and verify the documentation supporting individual cases before the compensation framework can proceed.
The exercise will also provide an opportunity to validate the details submitted from different counties against the records held by the relevant authorities.
