Ruto Signs Law Increasing County Allocations to Sh71.09 Billion

Date:

ELDORET, Kenya – President William Ruto has signed into law the County Governments Additional Allocations Bill, 2026, increasing additional funding to counties by Sh425.6 million for the 2026/2027 financial year.

The law raises additional allocations to county governments from Sh70.67 billion in the 2025/2026 financial year to Sh71.09 billion in the next financial year.

Ruto assented to the Bill at Eldoret State Lodge in Uasin Gishu County, with the funds expected to support key services and development programmes across the 47 counties.

According to the President, the allocations will be drawn from the National Government’s share of revenue, statutory entitlements, loans and grants from development partners.

The money will support healthcare, agriculture, climate change resilience, drought response, water and sanitation, among other programmes.

Ruto said the additional funding was aimed at strengthening devolution, improving service delivery and ensuring county governments have sufficient resources to fulfil their responsibilities.

Ruto Signs County Assembly Services Amendment Bill

The President also signed the County Assembly Services (Amendment) Bill, 2023, into law, introducing changes to the governance and administration of county assemblies.

The legislation establishes procedures for the removal of County Assembly Service Board members, as well as the suspension and removal of county assembly clerks.

It also provides safeguards for the rights and benefits of staff serving on secondment.

The two laws come as county governments continue to rely on national government transfers and additional allocations to finance public services and development projects.
