NAIROBI, Kenya — Kenya and Pfizer are exploring an expanded partnership that could move beyond access to medicines and vaccines to include clinical research, technology transfer, local pharmaceutical manufacturing and regional distribution.
The discussions followed a review of the implementation of the Memorandum of Understanding (MoU) between the Ministry of Health and Pfizer Overseas LLC, aimed at strengthening Kenya’s access to essential and innovative health products.
The agreement was witnessed on Wednesday by Principal Secretary for Medical Services Dr Ouma Oluga and Pfizer Biopharmaceuticals Group Vice President for Access and Accord in Emerging Markets Ali Besri.
Under the partnership, Pfizer will support not-for-profit access to selected medicines and vaccines while collaborating with Kenya on supply-chain strengthening, regulatory cooperation and health workforce development.
Kenya seeks broader Pfizer investment
During the meeting, Oluga called for the partnership to evolve into a broader strategic collaboration that would contribute to Kenya’s health-sector transformation.
He proposed greater cooperation in clinical trials and medical research, technology transfer and local pharmaceutical manufacturing.
The PS also called for Kenya to position itself as a logistics and distribution hub for East Africa, potentially allowing pharmaceutical products manufactured or handled in the country to reach markets across the region more efficiently.
The expanded partnership would support the government’s efforts to strengthen domestic capacity in the pharmaceutical sector while reducing vulnerabilities associated with reliance on imported health products.
Joint committee to oversee implementation
The meeting also highlighted the need to operationalise the Joint Coordination Committee established under the agreement.
The committee is expected to provide a formal mechanism for monitoring implementation, assessing progress and coordinating engagement between Pfizer and Kenyan government agencies.
It will bring together representatives from the Ministry of Health, Pfizer, the Pharmacy and Poisons Board (PPB), the Kenya Medical Supplies Authority (KEMSA) and other relevant government institutions.
The mechanism is intended to ensure that commitments under the MoU translate into measurable outcomes and that emerging challenges can be addressed through coordinated engagement.
Partnership aligns with local manufacturing strategy
The expanded cooperation comes as Kenya seeks to increase domestic production of medicines, vaccines and other health products.
The proposed areas of collaboration align with the Health Products and Technologies Local Manufacturing Strategy 2026–2030, which seeks to strengthen pharmaceutical manufacturing, research, regulation and supply chains.
Greater participation by multinational pharmaceutical companies could also provide opportunities for skills development, technology transfer and research partnerships involving Kenyan institutions.
For Pfizer, deeper engagement in Kenya would strengthen collaboration in a market that is seeking to expand access to innovative medicines while developing its capacity to serve the wider East African region.
MoU renewed in 2026
The Ministry of Health-Pfizer agreement was initially effected in April 2025 and renewed in May 2026.
The latest review therefore provides an opportunity for both sides to assess implementation and identify additional areas where the partnership can support Kenya’s health priorities.
The government is seeking to ensure that international pharmaceutical partnerships contribute not only to immediate access to medicines and vaccines but also to long-term investments in research, manufacturing, technology and health-system capacity.
