TikTok parent company ByteDance is expanding its footprint in Kenya through a new partnership that will establish the creator platform Tazama in the country, a move expected to give Kenyan and African creators access to artificial intelligence tools, monetisation support and China’s vast digital market.
The partnership, announced by ICT Cabinet Secretary William Kabogo, brings together Kenyan technology firm WAPI Group and Volcano Engine, ByteDance’s cloud computing and AI division. Kabogo said the agreement was signed in Beijing under the Kenya-China Memorandum of Understanding (MoU) and positions Kenya as a regional hub for the new creator platform.
According to Kabogo, the agreement between Kenyan technology company WAPI Group and Volcano Engine, the cloud computing and AI division of ByteDance, will see the creator platform Tazama based in Kenya.
The partnership is expected to provide creators with AI-powered production tools, localisation support and integrated payment systems while connecting them to audiences in China and other international markets.
Sharing the development on X, Kabogo described the agreement as a significant milestone for Kenya’s growing digital economy.
“Today in Beijing, I witnessed the signing of a partnership that opens a real door for young creators across Kenya and Africa to a market of over a billion people, anchored on the MoU between Kenya and China,” he shared.
The Cabinet Secretary said the collaboration positions Kenya as a gateway for Africa’s rapidly expanding creator economy while strengthening digital ties between Nairobi and Beijing.
Under the agreement, Tazama will establish its operations in Kenya, creating a regional base from which creators across the continent can access new technologies and monetisation opportunities.
Kabogo said the platform will equip young creatives with artificial intelligence tools designed to enhance content production while also offering localisation services and payment infrastructure that enables them to earn from their work.
Beyond helping creators reach audiences across Africa, the platform aims to connect Kenyan content directly to China’s vast digital ecosystem, which serves more than one billion users.
The initiative could significantly expand earning opportunities for creators producing entertainment, educational, lifestyle and cultural content.
Kabogo also described the partnership as more than a technology investment, saying it would create a two-way cultural exchange between Africa and China.
He noted that while Kenyan and African creators will gain greater visibility in Chinese markets, audiences in China will also gain easier access to African stories, music, tourism experiences and creative content.
According to the Cabinet Secretary, the initiative will support African language content beginning with Kiswahili, allowing creators to preserve their cultural identity while expanding their international reach.
The localisation features are expected to help remove language barriers that have traditionally limited African content in non-English-speaking markets.
Kabogo said the partnership also presents an opportunity to promote Kenya as a tourism destination. He argued that giving creators access to larger international audiences would allow them to showcase the country’s landscapes, wildlife, heritage sites and cultural traditions to millions of potential visitors.
The government believes broader access to China’s digital audience could strengthen Kenya’s tourism marketing efforts while generating additional income for creators producing travel-focused content.
By integrating AI tools and payment solutions into Tazama, the government hopes more creators will be able to commercialise their work and access international markets without relocating abroad.
Kabogo reiterated the government’s commitment to creating an environment where digital talent can thrive.
“The future of work for our youth is digital, and the Ministry will keep providing the enabling environment, partnerships and skills pathways to make sure the opportunity reaches as many young people as possible. To every young creator watching: the door is open. Walk through it.”
