Kenya’s President Ruto Orders Salary Review Over Fiscal Constraints

NAIROBI, Kenya – President William Ruto has directed the National Treasury to review the recent gazette notice by the Salaries and Remuneration Commission (SRC), which approved salary increases for state officers.

This directive comes at a critical time when the country is facing significant financial pressures following the withdrawal of the Finance Bill 2024.

In a statement, President Ruto emphasized the need for all branches of government to exercise fiscal discipline.

“In light of the withdrawal of the Finance Bill 2024 and the fiscal constraints expected this financial year, this is a time, more than ever before, for the Executive and all arms of government to live within their means,” he asserted.

The salary increments, which took effect on July 1, have sparked widespread debate.

The new remuneration structure would see increased salaries and benefits for state officers in various branches of government, including the Executive, the Senate, the National Assembly, county governments, and independent commissions.

The gazetted adjustments outlined significant pay hikes for various positions. While the salaries of the President and his deputy remain unchanged, the Prime Cabinet Secretary and other Cabinet Secretaries will see their salaries rise to Sh990,000 from Sh957,000.

Principal Secretaries, along with the Inspector General and Director General of the National Intelligence Service, will now earn Sh819,844, up from Sh792,519.

Additionally, the Deputy Inspector General of the Kenya Police and Administration Police, as well as the Director of Criminal Investigations, will see their salaries increase to Sh684,233 from Sh652,742.

The Speakers of the National Assembly and Senate will receive Sh1,208,362 monthly, up from Sh1,185,327, while Deputy Speakers’ salaries will rise to Sh966,690.

Majority and Minority Leaders in the National Assembly and Senate will now take home Sh800,019. Members of Parliament in both houses will see their gross salaries increase to Sh739,600 from Sh725,502.

The directive is expected to prompt a reassessment of the approved salary increments and their alignment with the country’s economic capabilities.
