Ruto Sends Ex-Police Boss Noor Gabow To Haiti

NAIROBI, Kenya – President William Ruto has today, Friday, December 20, 2024, nominated former deputy inspector general of police Noor Gabow as Consul-General at Kenya’s Consulate in Port-au-Prince, Haiti

This comes barely a day after the head of state nominated former president Uhuru Kenyatta’s close allies to his ruling Kenya Kwanza Cabinet. 

“It is notified that His Excellency the President has effected additional appointments to senior ranks of the Executive,” reads a statement from Arthur Osiya, Principal Administrative Secretary for Chief of Staff, Head of Public Service

The recent appointments include roles at the Central Bank of Kenya, the Executive Office of the President, and other key positions within the top governance organs of State corporations/Agencies.

According to the Head of Public Service, the appointments have been made based on the recommendation of the Public Service Commission and in line with the laws governing each public office, as applicable. 

In October2024, Kenya appealed for urgent financial support from the international community to sustain a police deployment in Haiti, which has been extended by a year.

The multinational security mission, which began in June, is helping fight gangs controlling much of the capital, Port-au-Prince, and nearby areas.

More than 3,600 people have been killed in the country since January, including over 100 children, while more than 500,000 Haitians have been forced from their homes, the UN said.

Earlier, Gabow was redeployed within the Public Service in new changes announced by President Ruto.

In a statement, State House Spokesman Hussein Mohamed said Ruto appointed in acting capacity James Kamau in Gabow’s stead.

“In accordance with Section 17 of the National Police Service Act, His Excellency the President has caused there deployment of Noor Gabow, CBS within the Public Service,” the statement reads in part.

He said the changes were made on the recommendation of the National Police Service Commission, pursuant to Section 13 of the National Police Service Act.

In March 2023, Gabow was appointed the Commander of the ongoing Operation Maliza Uhalifu in six bandit-prone counties of the North Rift.

The National Police Service made the announcement on March 13, 2023 as plans got underway for air and ground assault against bandits.

Until his redeployement, Gabow was also the leader of the Kenyan reconnaissance team to Haiti which toured the Caribbean country ahead of the deployment of the first tranche of 400 officers on June 25.

The team arrived back in the country on May 27, 2024, after a weeklong tour before drafting a report on their findings ahead of the deployment.

On August 26, 2022, Gabow was elevated to the post of Acting IG by former IG Hillary Mutyambai who was proceeding on sick leave.

“In my absence, Mr Noor Gabow, the Deputy Inspector General – Administration Police Service, will act as the Inspector General of the National Police Service until my return,” Mutyambai said.

Violence in Haiti is still rife and a UN human rights expert has warned that gangs are targeting new areas, causing further displacement.

Kenya deployed 400 of its pledged 1,000 police officers in June and July this year.
