EPRA Begins Search for New Director General to Replace Bargoria Who Resigned Over Fuel Scandal

NAIROBI, Kenya – The Energy and Petroleum Regulatory Authority has officially opened applications for the position of Director General, seeking to replace former Director General Daniel Kiptoo Bargoria, who resigned following his arrest over allegations linked to the importation of substandard fuel and manipulation of data in the petroleum supply chain.

The Authority, currently headed by Acting Director General Joseph Oketch, has set September 9, 2026, as the deadline for applications for the three-year contractual position, which is renewable once, subject to satisfactory performance and the mandatory retirement age.

Bargoria resigned as EPRA Director General on April 4, 2026, following his arrest on allegations of importing substandard fuel and manipulating data in the petroleum supply chain.

The resignation came as inquiries continued into an alleged scheme involving irregular, overpriced and substandard fuel imports, as well as data manipulation in the petroleum supply chain.

Following his resignation, the EPRA board appointed Oketch to serve as Acting Director General.

Role and responsibilities

EPRA is seeking a qualified, experienced, result-oriented and highly motivated Kenyan to take over the position and provide strategic leadership and direction in line with the Authority’s strategic plan.

The successful candidate will oversee the technical and economic regulation of energy sector utilities involved in the generation, importation, exportation, transmission, distribution, supply and use of electrical energy.

The Director General will also oversee the regulation of utilities involved in the importation, refining, exportation, transportation, storage and sale of petroleum and petroleum products. The position will further involve guiding the regulation, monitoring and supervision of upstream petroleum operations and infrastructure in Kenya.

The successful candidate will also provide oversight of the regulation and production, conversion, distribution, supply, marketing, and use of renewable energy in Kenya, including solar, wind, geothermal, bioenergy, tidal, and hydropower.

The Director General will also be expected to foster a culture that promotes good governance within EPRA and ensure proper internal monitoring and control systems in the Authority.

Qualifications and requirements

EPRA said applicants must be Kenyan citizens and hold a Bachelor’s degree from a university recognised in Kenya or its equivalent in engineering, physical sciences, law, finance, environmental studies, economics or energy.

“Candidates must have at least seven years of management experience at a senior level and at least two years of experience in petroleum and energy,” the Authority said.

They must also have a professional qualification and membership to a professional body, in good standing. Applicants are required to fulfil the requirements of Chapter Six of the Constitution of Kenya (2010).

EPRA said a Master’s degree from a university recognised in Kenya in engineering, physical sciences, law, finance, economics, environmental studies or energy, or its equivalent from a recognised university, will be an added advantage.

Application process

A detailed job description is available on the authority’s website, www.epra.go.ke. Interested and qualified individuals are required to submit their applications together with copies of relevant certificates via email: dgrecruitment2026@epra.go.ke.

Applications must be submitted by 5:00 pm on September 9, 2026. EPRA said only shortlisted candidates will be contacted.

Those shortlisted will be required to avail the original and a copy of their application letter, curriculum vitae and certified copies of the relevant academic and professional certificates during the interview.

They will also be required to provide their national identity card, birth certificate and valid clearance certificates from KRA, HELB, EACC, Credit Reference Bureau and Kenya Police as required under Chapter Six of the Constitution.

The appointment will run for three years and may be renewed once for a similar period, subject to satisfactory performance and the mandatory retirement age.
