NAIROBI, Kenya — Detectives from the Directorate of Criminal Investigations (DCI) have arrested a suspect in connection with a viral video circulating on social media that authorities say contains incendiary remarks likely to undermine national cohesion.
The suspect, identified as Bare Sahara Ahmed, is currently in police custody and is being processed ahead of arraignment in court.
According to the DCI, the arrest followed a “swift and thorough review” of the video, alongside ongoing investigations aimed at establishing the full context and intent behind the statements captured in the footage.
In a statement, the agency reiterated that while freedom of expression is protected under the Constitution of Kenya 2010, it must be exercised within the limits of the law, particularly where speech risks inciting division, hatred, or violence.
“Utterances that may incite division, hatred, or threaten peaceful coexistence will be dealt with firmly and without exception,” the DCI said.
Kenya’s legal framework places restrictions on speech that amounts to incitement or hate speech, with enforcement often involving agencies such as the National Cohesion and Integration Commission (NCIC) and the Office of the Director of Public Prosecutions.
Offences linked to incitement can attract criminal charges, especially where public order and national unity are threatened.
The DCI urged members of the public to remain calm and avoid sharing inflammatory content online, warning that the rapid spread of such material can escalate tensions, particularly in a politically sensitive environment.
Authorities also encouraged citizens to report suspicious or harmful content through official channels, including anonymous reporting lines, as part of efforts to strengthen community policing and prevent potential unrest.
