NAIROBI, Kenya — The Director of Public Prosecutions has charged an artisan employed by the Nairobi City Water and Sewerage Company for earning a salary of Sh 5.9 million using a forged Kenya Certificate of Secondary Education (KCSE) certificate dating back to 1997.
Joshua Attuah Omia was arraigned in the Milimani Anti-Corruption Court on Tuesday, facing charges of fraudulent acquisition of public property, forgery, uttering a false document, deceiving a principal, and presentation of a forged certificate.
The Allegations
The court heard that from August 2015 to December 31, 2023, while working as an artisan at Nairobi City Water and Sewerage Company Limited, Omia illegally obtained public money totalling Sh 5,909,037.10.
The salary was earned after he was hired using a fake KCSE certificate he claimed was issued by the Kenya National Examinations Council (KNEC).
He was charged with forging a KCSE certificate with a mean grade of C minus, purporting it to be a genuine document issued by KNEC. He was also charged with uttering a false document, specifically a KCSE certificate number KSCE518142, in the name of Omia A. Joshua.
Deceiving the Principal
The DPP further charged Omia with deceiving his principal and presenting a forged certificate to gain employment.
It is alleged that on or about July 27, 2015, at Nairobi City Water and Sewerage Company, the accused knowingly and intentionally deceived his principal by stating he held a Form IV qualification with grade C minus from Etete Secondary School obtained between 1994 and 1997.
He filled this information in his personnel record form and submitted it to the company for the purpose of updating his records.
Plea and Bail
Omia pleaded not guilty to all charges. He was released on a bond of Sh 1 million with a similar surety and cash bail of Sh 300,000.
The case will be mentioned on May 27, 2027.
