Kenya, Finland Sign Three Cooperation Deals on Education, Technology and Climate

HELSINKI, Finland — Kenya and Finland have signed three Memoranda of Understanding (MoUs) covering education, digital innovation, and climate cooperation following high-level talks between President William Ruto and Finnish President Alexander Stubb.

The agreements were signed during President Ruto’s State Visit to Finland and are expected to deepen bilateral cooperation in key sectors while expanding trade, investment, and technological collaboration between the two countries.

The two leaders said the new frameworks are intended to transform long-standing diplomatic ties into practical development partnerships with measurable outcomes.

Focus on Education Reforms

One of the agreements focuses on education and skills development, with Kenya seeking to benefit from Finland’s globally recognised education system.

President Ruto said the partnership will support ongoing reforms in Kenya’s education sector, particularly in technical and vocational training.

“We have signed a Memorandum of Understanding to expand cooperation in technical and vocational training, teacher development and competency-based learning,” he said.

The agreement is expected to strengthen collaboration in teacher training, curriculum development, and skills acquisition as Kenya continues implementing the Competency-Based Curriculum (CBC) and reforms in Technical and Vocational Education and Training (TVET).

Digital Innovation Partnership

The second agreement centres on digitalisation and innovation, areas both countries identified as critical drivers of future economic growth.

According to Ruto, the partnership aligns with Kenya’s ambition to position itself as a leading digital economy in Africa.

“We have signed an MoU on digitalisation and innovation to deepen cooperation in digital public services, secure connectivity and innovation ecosystems,” he said.

The President highlighted Kenya’s growing fintech sector, including the success of M-Pesa, as evidence of the country’s potential to become a major digital innovation hub.

The agreement is expected to facilitate collaboration in digital infrastructure, innovation ecosystems, cybersecurity, and public service digitisation.

Climate and Green Growth Cooperation

The third memorandum focuses on environmental sustainability, climate resilience, the circular economy, and the bio-economy.

Ruto said the agreement will strengthen cooperation on climate adaptation and green growth initiatives as both countries seek sustainable development pathways.

“This partnership will strengthen collaboration in environmental sustainability, climate resilience and green growth,” he said.

The deal comes as Kenya continues to position itself as a regional leader in renewable energy and climate action.

Trade, Investment and Global Governance

Beyond the signed agreements, the two leaders discussed expanding trade and investment links between Kenya and Europe, including accelerated implementation of the Kenya-European Union Economic Partnership Agreement.

“We agreed to strengthen trade and investment ties and accelerate implementation of the Economic Partnership Agreement,” Ruto said.

The President also used the visit to advocate reforms to global financial institutions and international governance structures.

“We reaffirmed our commitment to a rules-based international order and a fair, inclusive global financial system,” he said.

Ruto argued that Africa should play a greater role in global decision-making and be treated as an equal partner in addressing international challenges.

Support for UN Reforms and Peace Efforts

The Kenyan leader thanked Finland for supporting reforms at the United Nations, particularly efforts aimed at increasing Africa’s representation on the UN Security Council.

He said both countries also exchanged views on conflicts affecting Africa, Europe, and the Middle East, reaffirming support for diplomacy and peaceful resolution of disputes.

“Kenya and Finland will continue supporting efforts to promote peace and stability in the Horn of Africa and the Great Lakes Region,” he said.

Ruto further noted that negotiations remain the most viable path toward resolving the Russia-Ukraine conflict.

The visit also saw the President participate in the Kultaranta Talks, becoming the first African Head of State to take part in the Finnish foreign and security policy forum, where he is expected to present Africa’s perspective on global governance, peace, and development challenges.
