NAIROBI, Kenya – Nyanza Regional Police Commander Patrick Tito has been transferred to Nairobi’s Vigilance House, where he will serve as the Principal Assistant to Deputy Inspector General (DIG) of the Kenya Police, Eliud Lagat.
His appointment follows the retirement of Miriam Muli, who previously held the role.
Tito’s new position places him at the heart of key operational decision-making within the police service, advising the DIG on critical matters.
This move comes amid a sweeping wave of promotions within the National Police Service, with more than 700 officers across various ranks advancing.
The changes, approved by the National Police Service Commission (NPSC), saw 14 senior officers elevated to the rank of Senior Assistant Inspector General (SAIG), alongside hundreds of others promoted from Assistant Superintendent (ASP) to Commissioner of Police (CP).
Tito is no stranger to Vigilance House, having previously served as a PA to several former police chiefs, including Maj Gen (Rtd) Hussein Ali, Mathew Iteere, David Kimaiyo, and Joseph Boinnet.
After his earlier tenure at headquarters, he was posted to the Diplomatic Police Unit, Railways Police, and later Nyanza, where he has served for nearly a year.
Before heading to Nairobi for his new role, Tito formally handed over to his deputy, Abdulahi Jire, marking a transition in Nyanza’s regional police leadership.
Among those promoted to SAIG were key figures in various police units, including:
- Dr. Mwangi Wanderi – Director of Human Capital Development
- Mathew Kutoh – Principal Assistant to the Inspector General
- Captain James Kabo – Commandant, National Police Service Airwing
- Sospeter Munyi – Commandant, National Criminal Investigations Academy-DCI
- Adamson Bungei – Director of Operations at Vigilance House
- Catherine Wanjiku Mugwe – Director of Personnel
- Judy Chebet – Director of Community Policing
- Isaac Halima – Commandant, Border Patrol Unit
- Lazarus Opicho – Security of Government Buildings (APS)
- Hesborn Lusweti – APS Personnel
- Jackson Kangami – APS Operations
- Hoseah Limo – Anti-Stock Theft Unit
- Francis Ndiema – Directorate of Criminal Investigations Personnel
Additionally, 51 officers of the rank of Commissioner of Police (CP) were promoted to Assistant Inspector General (AIG), including regional commanders, specialized unit heads, and senior officials in logistics, personnel, and crime intelligence.
NPSC Chairman Eliud Kinuthia stated that the promotions followed a rigorous vetting process, ensuring transparency and adherence to merit-based criteria.
The selections, he noted, considered regional, ethnic, and gender balance in accordance with national governance principles.
“Following the Inspector General’s recommendations, we reviewed the qualifications of all candidates and ensured that those promoted met the required standards,” Kinuthia said.
In total, 738 officers across the Kenya Police Service, Administration Police Service, and the Directorate of Criminal Investigations (DCI) benefited from the promotions.
The list also included 50 civilian staff working in different NPS departments.
The changes come at a time when the NPSC itself is undergoing a transition, with Kinuthia’s team expected to exit by the end of March.
The recruitment process for new commissioners is currently underway.
