Starlink Costs in Kenya Rise Above Sh18,000 as Taxes Push Bills Higher

NAIROBI, Kenya — Internet users in Kenya are raising concerns over the rising cost of satellite connectivity, with taxes pushing monthly Starlink subscriptions significantly above advertised prices.

A user invoice reviewed shows a monthly bill of Sh18,600, despite an initial quoted price of about Sh13,000—highlighting the impact of Kenya’s tax regime on digital services.

Under rules enforced by the Kenya Revenue Authority (KRA), internet and digital services attract a 16 per cent Value Added Tax (VAT) and a 15 per cent excise duty on telecommunications.

This dual taxation structure raises the effective tax burden to over 30 per cent of the base subscription cost.

How the Costs Add Up

In the sample invoice, the base subscription totals Sh13,943. VAT adds Sh2,566, while excise duty contributes Sh2,091—bringing total taxes to Sh4,657.

This pushes the final monthly charge to Sh18,600, meaning taxes alone account for roughly a third of the total bill.

KRA regulations require VAT to be applied to all digital services consumed within Kenya, regardless of whether the provider is local or foreign. This includes satellite internet services such as Starlink.

Excise duty, meanwhile, applies specifically to telecommunications services, including internet access, further compounding the cost.

Additional Costs on Equipment

Beyond monthly subscriptions, users also face significant upfront costs when acquiring Starlink hardware.

Imported equipment is subject to customs duties, VAT, and other levies, including import declaration and railway development charges. These can increase the retail price of the kit well above international benchmarks.

Available Packages in Kenya

Starlink currently offers several service tiers in Kenya, targeting different categories of users:

  • Residential package: Around Sh6,500 per month, with speeds between 50–250 Mbps and a one-time equipment cost of about Sh92,000.
  • Roam (regional): Approximately Sh8,000 monthly, designed for mobile users operating across regions.
  • Business package: About Sh32,000 per month, offering higher speeds and priority bandwidth for enterprises.
  • Mini Kit: Entry-level option with equipment priced at about Sh27,000 and a monthly fee of Sh4,500.

Policy and Affordability Debate

The pricing concerns come amid broader debates on the cost of internet access in Kenya and the role of taxation in digital inclusion.
