NAIROBI, Kenya- The landmark Memorandum of Understanding (MoU) between President William Ruto’s United Democratic Alliance (UDA) and opposition leader Raila Odinga’s Orange Democratic Movement (ODM) is set to reshape Kenya’s political and economic future. 

The deal, presented by ODM Secretary General Edwin Sifuna and UDA’s Hassan Omar, outlines crucial reforms aimed at fostering stability, inclusivity, and accountability. 

Here are the 10 key issues at the heart of the agreement:

1. Full Implementation of the NADCO Report

The agreement commits to enacting all recommendations from the National Dialogue Committee (NADCO), a framework aimed at addressing Kenya’s political and governance challenges.

2. Inclusivity in Public Life

The MoU seeks to ensure equal representation across government, creating a more inclusive leadership structure that reflects Kenya’s diverse population.

3. Protecting and Strengthening Devolution

To empower counties, the deal proposes increased budgetary allocations, ensuring local governments receive sufficient funds to enhance service delivery.

4. Promoting and Protecting the Livelihoods of Young People

With youth unemployment a major concern, the pact emphasizes job creation, economic opportunities, and skills development to secure a better future for Kenya’s young population.

5. Leadership and Integrity

The agreement pushes for strict adherence to Chapter Six of the Constitution, ensuring leaders meet the highest ethical and governance standards.

6. Right to Peaceful Assembly and Protest

A key aspect of the deal is safeguarding Kenyans’ constitutional right to peaceful protests, preventing unlawful crackdowns on demonstrations.

7. National Debt Accountability

The agreement calls for an audit of Kenya’s debt, detailing what has been borrowed, how it has been used, and what remains unpaid, ensuring transparency in public finance management.

8. Intensified Fight Against Corruption

With corruption crippling Kenya’s economy, the MoU renews commitments to strengthening anti-graft institutions and taking decisive action against corrupt individuals.

9. Stopping Wastage of Public Resources

To promote efficiency, the deal emphasizes eliminating government wastage, ensuring public funds are used effectively for development and service delivery.

10. Protecting the Sovereignty of the People and the Rule of Law

The pact reinforces constitutionalism, judicial independence, and the rule of law, ensuring Kenya remains a democratic state governed by justice and accountability.
