AU Divisions Sink Macky Sall’s UN Bid, Exposing Fault Lines in Africa’s Diplomacy

ADDIS ABABA, Ethiopia — A failed attempt to position former Senegalese president Macky Sall as Africa’s candidate for the next United Nations Secretary-General has exposed deep procedural divisions and political rivalries within the African Union (AU).

Sall’s candidacy, submitted earlier this month by Burundi through its mission in New York, collapsed after more than 20 AU member states formally objected under the bloc’s “silence procedure,” effectively blocking adoption of the proposal.

“Twenty member states have broken their silence… therefore, the draft decision has not been adopted,” the AU said in a March 27 statement, signalling a decisive rejection not only of the candidate but also of the process used to advance his bid.

Under AU rules, continental endorsements typically follow a structured pathway, including submission to the AU Commission, vetting by regional blocs, review by the Permanent Representatives Committee, and approval by a ministerial committee before reaching the Executive Council. Analysts say Sall’s nomination bypassed much of this process.

Addis Ababa-based think tank Amani Africa described the move as procedurally flawed, noting that while the shortcut may have been strategic, it ultimately backfired as member states pushed back to defend institutional norms.

The choice of Burundi as sponsor drew scrutiny, with observers suggesting it reflected tactical positioning within AU structures. However, diplomats viewed the move as an attempt to manufacture consensus, triggering resistance from across the continent.

Sall’s decision to seek backing through Bujumbura rather than Dakar also raised legitimacy concerns. Analysts say the lack of clear support from his home country, Senegal, may have weakened his standing among peers.

Geopolitical realities further complicated the bid. By long-standing convention, the UN Secretary-General position rotates among global regions, with the current cycle widely viewed as belonging to Latin America and the Caribbean, limiting Africa’s prospects even with a unified candidate.

The episode also exposed underlying regional tensions. Olivier Nduhungirehe, Rwanda’s foreign minister, issued a sharp rebuke, calling the process a “diktat” and warning of institutional strain within the AU.

His remarks were widely interpreted as directed at Burundi, reflecting strained relations between Rwanda and Burundi, partly linked to instability in eastern Democratic Republic of Congo.

Burundi’s envoy to the AU, Willy Nyamitwe, rejected the criticism, defending the process and accusing detractors of mischaracterisation.

Diplomats say the fallout underscores a broader challenge: balancing continental ambition with coordination. Former Kenyan ambassador Tom Amolo welcomed the outcome as a corrective moment, cautioning against fragmented or premature bids for global leadership roles.

The path to becoming UN Secretary-General remains complex, involving public hearings and informal “straw polls” at the United Nations Security Council, where veto-wielding permanent members — the United States, Russia, China, the United Kingdom, and France — ultimately shape the outcome.

Beyond the immediate setback, the failed bid raises fundamental questions about unity, process, and strategic timing within the AU.

It also highlights a growing insistence among member states on adherence to institutional rules, even in high-stakes diplomatic contests.
