Explainer: Why Noah Maiyo Took the Fall After Ruto Security Breach

NAIROBI, Kenya- Sunday’s dramatic security breach involving President William Ruto in Kilifi County has exposed the highly sensitive and tightly structured world of presidential protection in Kenya, triggering immediate changes within the elite Presidential Escort Unit (PEU).

The incident saw a man breach security and rush towards the President during a public function in Ganze before he was restrained by officers, sparking alarm within top security circles and leading to the redeployment of Presidential Escort Commander Noah Maiyo to Vigilance as senior officer William Sawe took over command.

According to investigative journalist Dennis Onsarigo, the magnitude of the breach explains why the changes were swift and significant.

Why Noah Maiyo Took the Fall

The Presidential Escort Commander occupies one of the most powerful and sensitive positions within Kenya’s security architecture.

Although the commander reports to the Inspector General of Police, the office holds sweeping operational authority over the movement and protection of the President.

Security experts say the PEU commander has the ultimate responsibility of assessing threats and can even stop presidential movement altogether if they determine that the environment poses a security risk to the Head of State.

This means that whenever a breach occurs around the President, the spotlight naturally shifts to the commander overseeing the operation.

Maiyo, a highly experienced VIP protection officer, had served within the presidential protection system for decades and was considered one of the country’s top close-protection experts before the latest reshuffle.

How the Presidential Security Ring Works

Kenya’s presidential security system is designed using a strict multi-layered protection structure.

According to Onsarigo, the President is always protected within a three-phased security ring arranged in what security experts describe as a rhombus formation.

At the center of that formation is the President.

First Layer: The Outermost Ring

The outer ring mainly consists of individuals generally known to the presidential security team.

This includes screened members of the public, organisers, local administrators, political leaders and advance teams who are assessed before the President arrives at an event.

This layer acts as the first buffer zone meant to detect suspicious movements or threats before they get closer to the Head of State.

Second Layer: Senior Officials and Inner Coordination Team

The second ring is occupied by senior government officials, close aides and strategically positioned officers who help maintain movement coordination around the President.

This layer also helps security officers manage crowd flow and visibility around the Head of State.

Third Layer: The Most Critical Security Circle

The innermost ring is considered the most sensitive layer.

Every individual within this circle is heavily vetted, identified and known to the presidential security detail.

This ring is occupied by highly trained close-protection officers drawn mainly from the elite Recce Squad, one of Kenya’s most specialised tactical police units.

Most of these officers undergo advanced close-protection and tactical response training locally and overseas.

Their primary responsibility is immediate reaction in the event of danger targeting the President.

Why the Kilifi Incident Shocked Security Agencies

Security analysts argue that the Kilifi incident exposed a breakdown within one or more of these protective rings.

The fact that an individual managed to get physically close to President Ruto before interception raised serious concerns about crowd management, access control and reaction timing within the protection structure.

The breach has now triggered a special investigations team formed by the National Police Service to establish exactly how the man penetrated the security layers.

It also reignited debate over President Ruto’s highly interactive style of politics, where he frequently walks into crowds, shakes hands and allows close physical interaction with supporters during rallies and church events.

Security experts have repeatedly warned that such engagements increase vulnerability and complicate protective formations around the Head of State.

The latest reshuffle within the Presidential Escort Unit is therefore being viewed not merely as a personnel change, but as an attempt to restore confidence and tighten security protocols around the presidency following one of the most dramatic public security scares in recent months.
