GENEVA, Switzerland – President Trump’s signing of an Executive Order on Monday, initiating the process to pull the U.S. out of the WHO, has sparked global reactions.
World Health Organization (WHO) Director-General Tedros Ghebreyesus has urged the United States to reconsider President Donald Trump’s decision to withdraw from the organization.
This marks the second time Trump has attempted to sever ties with the Geneva-based institution, having previously criticized its handling of the COVID-19 pandemic during his first term.

Ex-President Joe Biden had reversed the earlier withdrawal order, reaffirming the U.S. commitment to the WHO.
Now, the organization faces the prospect of losing one of its founding members and major contributors.
“The World Health Organisation regrets the announcement that the United States of America intends to withdraw from the Organisation,” Ghebreyesus stated on Tuesday.
He emphasized the critical role WHO plays in global health security, including for American citizens, by addressing disease outbreaks, strengthening health systems, and operating in challenging environments where other entities cannot.
Ghebreyesus highlighted the long-standing partnership between the U.S. and WHO, dating back to the organization’s founding in 1948.
He noted that American involvement has been instrumental in major health achievements, such as the eradication of smallpox and near-eradication of polio.
“This is alongside 193 other Member States, including through its active participation in the World Health Assembly and Executive Board. For over seven decades, WHO and the USA have saved countless lives and protected Americans and all people from health threats,” he said.

The Director-General also pointed out the benefits that U.S. institutions have derived from WHO membership and the organization’s significant reforms over the past seven years.
He expressed hope for continued collaboration, stating, “We look forward to engaging in constructive dialogue to maintain the partnership between the USA and the WHO, for the benefit of the health and well-being of millions of people around the globe.”
The Executive Order cited “unfairly onerous payments” as a reason for the withdrawal, echoing Trump’s earlier criticisms of the financial burden on the U.S. within the United Nations system.
