NAIROBI, Kenya – The Ethics and Anti-Corruption Commission (EACC) has achieved a significant victory after the Milimani Anti-Corruption Court ordered the refund of KSh 25.3 million, following the cancellation of a fraudulent tender for the renovation of Kenyatta Municipal Stadium and the construction of spectator sheds in Trans Nzoia County.
In a ruling delivered by Justice Nixon Sifuna, the court declared the tender null and void, directing former county official Joseph Muindi Tevulo and contractor Robert Simiyu Wambulwa to jointly refund the sum of KSh 25,334,525.50, along with interest accrued from the date of the suit.
This decision is a major step in the EACC’s ongoing fight to recover misappropriated public funds.

Joseph Muindi Tevulo, the former Head of Supply Chain Management at Trans Nzoia County, allegedly signed the contracts for the projects, while Wambulwa, trading as KOYI Building Contractors, received the disputed payments.
Although Benjamin Ruto Timitim, the County Architect, was initially included in the suit, the case against him was terminated after his death.
The judgment sends a strong message about accountability in public procurement, as the court’s ruling emphasizes the importance of recovering misused public resources.
This decision marks a major success for the EACC, which continues to pursue the recovery of funds lost to corruption and mismanagement in the public sector.
