NAIROBI, Kenya — The Directorate of Criminal Investigations (DCI) has launched a manhunt for Ben Shapaya, who is wanted under a warrant of arrest issued by the Kibera Chief Magistrates’ Court.
In a notice issued on Monday, the DCI appealed to members of the public to provide information that could help officers locate and arrest Shapaya, who is a resident of Isanjiro Village in Musingu Location, Kakamega County.
The warrant was issued in Criminal Case No. E599/2025 after Shapaya allegedly failed to appear before the court.
Shapaya charged with cheating
According to the DCI, Shapaya was arraigned before the Kibera Chief Magistrates’ Court on June 10, 2025, and charged with cheating contrary to Section 315 of the Penal Code.
He subsequently failed to attend court, prompting the magistrate to issue a warrant for his arrest.
The DCI is now seeking his whereabouts as investigations and court proceedings continue.
Suspect allegedly posed as doctor
Investigators allege that Shapaya posed as a medical doctor based in Mombasa while targeting unsuspecting individuals.
According to the DCI, he allegedly used the false identity to gain the confidence of several people before offering to facilitate the importation of motor vehicles from Japan on their behalf.
The victims allegedly paid him money after being promised assistance in importing vehicles.
The DCI alleges that Shapaya subsequently defrauded the individuals of their money.
The specific amount allegedly obtained from the victims was not disclosed in the notice.
DCI appeals for information
The DCI has urged anyone with information that could assist in locating Shapaya to report it to investigators.

Information can also be reported at the nearest police station.
The DCI further listed the national police emergency numbers 999, 911 and 112 for members of the public who may have information requiring urgent police attention.
“Every piece of information matters. Your information could help bring a wanted person to justice,” the DCI said.
Court warrant remains in force
The manhunt follows the court’s decision to issue a warrant after Shapaya failed to appear for proceedings.
