NAIROBI, Kenya — The Energy and Petroleum Regulatory Authority (EPRA) has appointed Dr. Eng. Joseph Oketch as its Acting Director General with immediate effect, following the resignation of former boss Daniel Kiptoo Bargoria amid a deepening fuel scandal.
The appointment, announced on Sunday, comes at a critical time for the energy regulator as investigations intensify into alleged irregularities in the petroleum supply chain that have shaken the sector.
Stepping into crisis
Dr. Oketch takes over leadership of the authority tasked with regulating Kenya’s energy and petroleum sectors, including licensing players, setting tariffs, and enforcing safety and quality standards.
EPRA’s board expressed confidence in his ability to steer the institution during the transition, assuring stakeholders of stability despite the ongoing turmoil.
His appointment follows a wave of resignations and arrests involving senior energy officials linked to an alleged multi-billion-shilling fuel importation scandal.
Veteran energy expert
Before his elevation, Dr. Oketch served as Director in charge of Electricity and Renewable Energy at EPRA, where he oversaw the formulation, review and enforcement of regulations governing the sub-sectors.
He brings over 25 years of experience in the energy industry, having previously held senior roles at Kenya Power and the Rural Electrification Authority.
Strong academic credentials
Dr. Oketch holds a Bachelor of Science in Electrical Engineering from the University of Nairobi, an MBA and a PhD in Strategic Management from Kenyatta University, as well as a Postgraduate Diploma in Project Planning and Management from the University of Nairobi.
He is also a registered professional engineer and a member of the Institute of Engineers of Kenya and the Kenya Institute of Management.
Sector under scrutiny
The leadership change comes as authorities probe claims of falsified fuel stock data and irregular imports, which allegedly created an artificial shortage and triggered panic across the country.
With the spotlight now firmly on EPRA, Dr. Oketch faces the immediate task of restoring public confidence and stabilising a sector at the centre of one of Kenya’s biggest energy scandals in recent years.
