Ruto’s Four Mashujaa Day Promises: What Must Happen Before Kenyans Feel The Relief?

Date:

ELDORET, Kenya – President William Ruto used the 2026 Mashujaa Day celebrations to outline four proposed measures aimed at easing household expenses, lowering the cost of land transactions and opening up employment opportunities for young Kenyans. But the announcements now face a more practical test: how quickly can the proposals move from the presidential address to changes people can actually feel?

The measures target four pressure points in everyday life: income tax, the cost of transferring property, the price of mobile phones and access to paid workplace experience for graduates.

Ruto announced the proposals at Kipchoge Keino Stadium in Eldoret on October 20, saying the government would pursue the necessary legal, fiscal and administrative processes to implement them.

The distinction is important. The announcements outline the administration’s intended direction, but the speech does not establish that the proposed tax changes have already taken effect.

PAYE Relief Would Target Workers Earning Up To Sh32,333

One of the proposals would exempt Kenyans earning Sh32,333 a month or less from Pay As You Earn (PAYE) income tax.

Ruto said the National Treasury had prepared proposals that would be presented to Parliament beginning the following week. He argued that workers on modest incomes needed more money to meet everyday expenses, including food, transport and family needs.

If implemented as proposed, the measure would directly target employees within the stated income bracket. Its practical effect would depend on the final legislation and how the exemption is structured.

The announcement comes amid continued public debate over taxation and the cost of living. The key question for workers is not simply whether relief has been promised, but when it would begin and how it would change the amount deducted from their salaries.

Land Transactions Worth Sh1 Million Or Less In Focus

The second proposal targets the cost of acquiring and transferring property.

According to the presidential address, the National Treasury has developed proposals to exempt land transactions valued at Sh1 million or less from stamp duty while introducing progressive rates for higher-value transactions.

The government says the changes would make property ownership more accessible and reduce the cost of transferring land.

For prospective buyers, however, the eventual benefit will depend on the final rules, including how eligible transactions are defined and how the proposed progressive rates are applied to more expensive properties.

Until the necessary changes are adopted, buyers should not assume that the announced exemption is already available.

Proposed Removal Of 25 Per Cent Mobile Phone Import Duty

Ruto also pledged to pursue the removal of the 25 per cent import duty on mobile phones.

He described phones as essential tools for education, banking, business and employment, arguing that lower costs could widen access to digital opportunities.

The proposal could affect the cost of importing phones, but the extent to which retail prices would change is not guaranteed by the announcement alone. The final tax and customs arrangements, alongside other costs incurred along the supply chain, would influence what consumers eventually pay.

Kenyans who intend to purchase new devices will therefore need to distinguish the proposed tax change from any price reductions that retailers may independently announce.

Government Plans 50,000 Monthly-Stipend Internships

The fourth measure targets graduates struggling to obtain work experience.

Ruto said the government proposed expanding the national internship programme from January 1, 2027, to accommodate 50,000 young Kenyans, each receiving a monthly stipend.

He acknowledged the difficulty many graduates face in securing employment without experience while being unable to gain that experience without first obtaining a job.

The President said placements would be made through a transparent, digital and merit-based system. The address did not specify the monthly stipend amount.

For graduates, the programme’s impact will depend on the application process, eligibility criteria, the number and distribution of placements, and the resources allocated to sustain the scheme.

The proposed expansion is intended to create a route into the workplace, but the details will determine how accessible the opportunity is to eligible applicants across the country.

The Implementation Test

Taken together, the four proposals address different aspects of household finances. The PAYE plan targets take-home pay; the land proposal concerns property transaction costs; the mobile-phone measure seeks to lower an expense associated with digital access; and the internship programme targets the transition from education to employment.

Their effects will not be identical. Some would depend on tax and customs changes, while the internship expansion would require an operational framework and funding.

The presidential address itself acknowledged that the necessary legislative, fiscal and administrative processes would follow, with attention to sustainable financing, transparency and effective implementation.

That leaves several practical questions for the coming weeks and months: when will the proposals be formally presented, what will their final terms be, and when will eligible Kenyans begin to benefit?

The announcements have set out the administration’s intended measures. The next test is whether the promised relief can be translated into clear rules, workable programmes and measurable results.
