NTSA to Launch Digital Vehicle Logbooks in Major Shift to Paperless Registration

NAIROBI, Kenya — The National Transport and Safety Authority (NTSA) has announced plans to replace paper-based motor vehicle logbooks with an electronic registration certificate system in a major digital transformation of transport services.

In a public notice, NTSA said the new Electronic Motor Vehicle Registration Certificate, branded as the eLogbook, will officially go live on Wednesday, June 10, 2026.

The Authority said the transition is part of broader reforms aimed at modernising operations, improving service delivery, and strengthening road transport management across the country.

According to NTSA, the digital logbook system will be integrated into all motor vehicle registration services, including new vehicle registration, transfer of ownership, inspection processes, and changes of vehicle particulars.

Vehicle owners will be able to access, download, verify, and manage their digital logbooks through their eCitizen accounts.

The Authority stated that the shift to eLogbooks is expected to significantly reduce administrative delays and eliminate reliance on physical paperwork.

Among the listed benefits are faster transaction processing, enhanced security against forgery and document tampering, easier online access for vehicle owners and financial institutions, and improved real-time record management for traffic enforcement and insurance verification.

NTSA said the reform is designed to reduce service delivery timelines from the current average of three to seven days — and in some cases several weeks — to same-day or near-instant processing.

The agency added that the initiative is also intended to reduce physical visits to NTSA offices, enhance transparency, and curb opportunities for corruption in registration services.

“The initiative aims to eliminate unnecessary bureaucracy, minimize physical visits to NTSA offices, enhance transparency, reduce opportunities for corruption, and significantly improve the user experience for the public,” the notice stated.

As part of the rollout, NTSA has organised a series of virtual sensitisation and training sessions targeting key stakeholders, including motor vehicle dealers, financial institutions, insurance firms, county governments, transport operators, legal practitioners, and the general public.

The sensitisation sessions are scheduled between May 25 and June 4, 2026, while registration for participation will close on Wednesday, May 20, 2026.

The Authority urged stakeholders to register through its official website and familiarise themselves with the new digital processes ahead of implementation.

The announcement reflects Kenya’s accelerating transition toward paperless public services under the government’s digital transformation agenda.

Over recent years, State agencies have increasingly migrated services onto the eCitizen platform in an effort to streamline access and improve accountability.

The eLogbook system is expected to affect millions of vehicle owners across Kenya and could reshape how ownership verification, vehicle financing, insurance processing, and traffic enforcement are conducted.

NTSA said additional support will be available through Huduma Centres, NTSA offices, and dedicated help desks during the transition period.
