PayPal has recently intensified enforcement measures on many Kenyan accounts as part of stricter anti–money-laundering (AML) and fraud-prevention requirements.
The actions primarily affect users who are unable to promptly verify their identity, address, or the legitimate source of their funds.
The company is currently holding funds in an unspecified number of Kenyan accounts and has permanently restricted others where users failed to provide comprehensive employment and residential documentation.
Kenyan users receiving payments from abroad are increasingly being asked to submit work contracts, bank statements, and proof of physical address before PayPal will release their funds.
Accounts that do not comply with these verification requests may be prevented from making withdrawals or transfers for up to 180 days. In some cases, accounts that remain non-compliant beyond that period can be permanently deactivated under PayPal’s AML policies.
Kenya remains on the Financial Action Task Force (FATF) “grey list” of countries considered at higher risk for money laundering and terrorist financing. This classification has prompted global financial service providers such as PayPal to implement more rigorous compliance checks.
How freezes work and common patterns
• Users whose accounts are affected can generally still log in and view their balances and transaction history. However, they may be unable to send or receive funds, and any remaining balance can be held for up to 180 days to cover potential chargebacks or liabilities.
PayPal may place holds or limitations on accounts that exhibit signs of risk, including “unusually large transactions,” sudden increases in activity on previously inactive accounts, or other indicators associated with fraud.
In Kenya, similar AML-related restrictions have also affected other financial platforms, including cryptocurrency exchanges such as Binance and various fintech services, reflecting a broader regulatory focus on compliance.
Documentation commonly requested by PayPal
For Kenyan accounts, PayPal has been requesting:
• Proof of identity and physical address, such as a government-issued ID together with a utility bill or official statement.
• Employment or business documentation, including contracts, freelance agreements, invoices, or other records demonstrating the purpose of incoming payments.
Users are encouraged to keep their PayPal profiles updated with their correct legal name, address, and phone number, and to verify their accounts using a local bank account or payment card where available.
Avoiding unusually large first-time transactions and maintaining a consistent transaction history with smaller payments may also help reduce the likelihood of account reviews.
It is advisable to retain clear records of online work and remittances—including contracts, invoices, WhatsApp messages, or email correspondence—to demonstrate the legitimacy of incoming funds when requested.
If your account has been frozen or limited
• Log in to your account and visit the Resolution Center to review the specific information or documents requested by PayPal, then submit them as quickly as possible.
• If payments relate to services such as consulting or freelancing, provide contracts, invoices, and a brief explanation linking each significant payment to the corresponding work performed.
Users may also consider alternative regulated channels for remittances and group fund collections, including bank transfers, licensed remittance providers, or payment platforms with strong support in Kenya, while ensuring compliance with Kenyan AML regulations.
