NAIROBI, Kenya — CPA Roble Nuno has officially been sworn in as the new Chief Executive Officer and Commission Secretary of the Commission on Revenue Allocation (CRA), ushering in a new leadership chapter at the constitutional commission responsible for advising on revenue sharing between national and county governments.
In a statement issued on Monday, the CRA said Nuno’s assumption of office follows a rigorous recruitment process that culminated in his appointment to the top position.
“CPA Roble Nuno has been sworn in to office as the incoming Commission Secretary/CEO of the Commission on Revenue Allocation (CRA). This marks the beginning of a new dispensation following a rigorous yet successful recruitment process,” the commission said.
Veteran Public Finance Expert
Nuno assumes office with more than three decades of experience in public service, having served in both national and county government institutions.
According to the commission, he has built extensive expertise in public administration, public financial management, fiscal policy, and strategic leadership.
Before his appointment, Nuno served as the County Executive Committee Member (CECM) for Finance and Treasury in Garissa County. He also previously worked at the CRA as Director of Fiscal Affairs, a role that placed him at the centre of discussions on revenue-sharing formulas and intergovernmental fiscal relations.
Most recently, he served as Acting CEO of the commission during a transitional period, overseeing operations as the agency awaited substantive leadership.
Key Role in Devolution
The Commission on Revenue Allocation is established under Article 215 of the Constitution of Kenya, 2010. Its core mandate is to make recommendations concerning the basis for equitable sharing of nationally raised revenue between the national and county governments, as well as among the 47 counties.
The commission plays a critical role in Kenya’s devolved system of governance by advising Parliament, the Senate, county governments, and other state institutions on fiscal matters aimed at promoting equity, service delivery, and balanced regional development.
Nuno takes over at a time when debates over county funding, equitable resource distribution, and implementation of devolution remain central to Kenya’s governance agenda.

The CRA expressed confidence that Nuno’s experience and institutional knowledge will provide continuity and stability as the commission executes its constitutional mandate.
“The Commission, Staff, and stakeholders of CRA congratulate CPA Roble for his well-deserved appointment and wish him well as he assumes this noble service, guided by the mandate as outlined in the Constitution,” the statement said.
His appointment comes as counties continue to push for increased allocations amid growing development demands, while the national government faces pressure to balance fiscal sustainability with equitable distribution of resources.
Observers say Nuno’s extensive background in fiscal affairs and county finance places him in a strong position to navigate the complex revenue allocation debates that are expected to shape Kenya’s public finance landscape in the coming years.
