Education Ministry Recommends Action Against Alliance Girls Principal Over Fee Hike

NAIROBI, Kenya — The Ministry of Education has recommended disciplinary action against Margaret Njeru over the alleged implementation of an unauthorised school fee structure at Alliance Girls High School.

In a letter dated April 29, 2026, addressed to Acting Teachers Service Commission Secretary and Chief Executive Officer Evaleen Mitei, Education Cabinet Secretary Julius Ogamba said investigations established that the principal oversaw the introduction of fees that had not been approved by the government.

According to the ministry, the approved annual fee structure for the school was Sh53,558. However, parents and guardians were allegedly required to pay Sh120,179, more than double the authorised amount.

“The unauthorised fees structure was imposed without the approval of the Cabinet Secretary as by law required, and is therefore contrary to Section 29(2)(b) of the Basic Education Act, 2013,” Ogamba stated in the letter.

The ministry further accused the principal of facilitating the adoption of a budget containing what it termed non-essential and unrealistic expenditure items.

“The Principal facilitated the adoption and implementation of a budget containing non-essential and unrealistic expenditure items, as further particularised in the investigative assessment report enclosed herewith,” the letter reads.

The ministry said the actions amounted to failure to comply with statutory requirements and government policies governing the administration of public schools.

As a result, the ministry formally asked the TSC to initiate disciplinary proceedings against Njeru in line with existing regulations governing teachers and school administrators.

“In view of the foregoing, we recommend that the Teachers Service Commission institute appropriate disciplinary action against the Principal on account of her failure to comply and ensure compliance with the provisions of the Basic Education Act, 2013, and the resultant Government policies and directives,” Ogamba said.

The ministry added that it was prepared to provide additional information and documentation from its investigative assessment to support the commission’s review of the matter.
