EPRA Boss Daniel Kiptoo Named Vice Chair of International Energy Regulators Forum

NAIROBI, Kenya — Kenya’s influence in global energy policy has received a significant boost following the appointment of Energy and Petroleum Regulatory Authority (EPRA) Director General Daniel Kiptoo Bargoria as Vice Chair of the International Confederation of Energy Regulators (ICER).

The appointment places Kiptoo at the helm of one of the world’s most influential energy regulation platforms, which brings together more than 200 regulatory authorities across the globe.

ICER promotes international cooperation among energy regulators and supports the development of stable, sustainable, and competitive energy markets.

In a statement following the announcement, Kiptoo said the new role underscores the credibility of Kenya’s regulatory frameworks and the country’s ongoing reforms in the energy sector.

“This appointment is not just a personal milestone, but a testament to the strength and credibility of Kenya’s regulatory frameworks and the progress we have made as a country in energy reforms,” he said.

“It also presents an opportunity to bring Africa’s voice to the global regulatory table, championing sustainable and inclusive energy systems.”

Kiptoo’s ICER appointment adds to a growing list of high-profile international and regional roles he has taken on in recent months.

In July 2024, he was elected Chair of the Global Clean Energy Promoter Steering Committee under the Regulatory Energy Transition Accelerator (RETA)—a coalition of more than 80 regulatory agencies committed to advancing clean energy transitions worldwide.

RETA includes representation from several African countries, including Kenya, Egypt, Rwanda, and Sierra Leone.

He was also re-elected in May 2024 as Chairperson of the Regional Association of Energy Regulators for Eastern and Southern Africa (RAERESA), further consolidating his leadership in continental energy governance.

The string of appointments comes at a time when Kenya is positioning itself as a regional hub for energy innovation and reform.

Sector experts say Kiptoo’s growing international profile reflects Kenya’s strategic investment in regulatory modernization, renewable energy, and cross-border energy cooperation.

Analysts also note that Kenya’s increased visibility in global forums opens doors for more partnerships, technical collaboration, and knowledge exchange—particularly in areas such as digitalisation of energy systems, climate resilience, and infrastructure financing.

Kiptoo, a lawyer by training, has served as EPRA’s Director General since 2021, leading key policy and regulatory reforms, including the country’s transition frameworks for clean energy and power market restructuring.
