
NAIROBI, Kenya– Police Constable Rashid Charo, who is attached to Principal Secretary for Youth Affairs and Creative Economy Fikirini Jacobs’ security detail, has retained the four-lawyer team that previously represented Pastor Ezekiel Odero as investigations into the fatal shooting of 29-year-old Cecil Ouma continue.
Charo is now represented by senior advocates Danstan Omari, Cliff Ombeta, Sam Nyamberi and Shadrack Wambui, who took over his defence as the Directorate of Criminal Investigations (DCI) pursues a murder investigation.
The officer appeared before Magistrate J. Mayiah at the Makadara Law Courts, where the prosecution informed the court that investigations into the incident remain ongoing.
The court released Charo on a personal bond of KSh20,000 pending the outcome of the investigations.
According to documents filed by the DCI, Charo is under investigation for the offence of murder contrary to Section 203 as read together with Section 204 of the Penal Code.
Investigators told the court that the incident occurred on June 30, 2026, after Principal Secretary Fikirini Jacobs attended a function at Kariokor Social Hall in Nairobi.
According to the DCI, as the Principal Secretary was leaving the venue with his security team, a group of youths allegedly approached the convoy demanding money.
The investigators allege that during the confrontation, Cecil Ouma entered the Principal Secretary’s vehicle, prompting the driver to head towards Pangani Police Station as members of the public allegedly pursued the convoy on foot and on motorcycles.
The DCI further claims that the pursuing crowd pelted the vehicle with stones before Charo allegedly discharged his firearm, fatally shooting Ouma.
The defence has, however, disputed any suggestion of criminal wrongdoing, maintaining that the officer acted lawfully while protecting the Principal Secretary.
The legal team argued that Charo acted in self-defence and in the lawful execution of his constitutional and professional duty to protect the life of the Principal Secretary from what they described as an imminent threat.
The advocates further submitted that investigators should establish all the circumstances surrounding the incident before making any determination on whether criminal charges are warranted.
The matter remains under investigation, with detectives expected to complete their inquiries before the Office of the Director of Public Prosecutions determines whether any charges will be preferred against the officer.
