NAIROBI, Kenya- President William Ruto has nominated Charles Orinda Dulo, a seasoned advocate and academic, as the new Chairperson of the Commission on Administrative Justice (CAJ), Kenya’s Ombudsman institution.
The announcement came on Tuesday via a statement from the Head of Public Service, Felix Koskei, who confirmed that Dulo’s name has been forwarded to Parliament for approval.
Dulo, an advocate of the High Court of Kenya, brings two decades of experience in both private practice and public service, a background that positions him well to lead the CAJ in its mandate to promote fairness, accountability, and justice in public administration.
Beyond his legal practice, Dulo has made significant contributions in academia, particularly in shaping future legal professionals.
Dulo is one of the founding faculty members at Daystar University’s School of Law. He continues to teach there, alongside other academic stints at Strathmore University School of Business and Jomo Kenyatta University of Agriculture and Technology’s School of Law.
With a robust educational background, Dulo holds a Bachelor’s and Master’s Degree in Law from the University of Nairobi, as well as a Postgraduate Diploma from the Kenya School of Law.
This combination of practical and academic expertise makes him an insightful choice for the CAJ, as he brings a deep understanding of both legal frameworks and the broader ethical responsibilities of public administration.
Dulo’s nomination, pending parliamentary approval, comes at a critical time as the CAJ works to reinforce accountability and address public grievances about government services.
His background in law and dedication to academic excellence are expected to inform his leadership approach at the Commission.
Joining Dulo in the Commission as members will be Charles Njagua, former Starehe MP and musician popularly known as Jaguar, and Dorothy Jemator Kimengech, a respected legal professional.
If confirmed, Dulo and the other nominees are poised to lead the CAJ in its mission to safeguard citizen rights by ensuring equitable treatment and transparency in government processes.
The appointment reflects President Ruto’s focus on placing seasoned professionals with diverse backgrounds at the helm of Kenya’s oversight bodies, in alignment with his broader governance agenda.
