MOMBASA, Kenya – The Ethics and Anti-Corruption Commission (EACC) has arrested Henry Mwasaru, the Head of Human Resource and Administration at the Kenya Maritime Authority (KMA), over his alleged role in a Sh40.5 million tender fraud.
The arrest follows an ongoing investigation into irregularities surrounding the award of a staff medical insurance contract.
Mwasaru, who also serves as the Assistant Director in charge of HRM at KMA, was taken into custody on Tuesday alongside two insurance brokers believed to be linked to the scheme.
According to the EACC, the tender was unlawfully awarded to a specific insurance agency in collaboration with Bevaline Lundu, the Head of Supply Chain Management at KMA.
Authorities have described the operation as yielding “valuable evidentiary material” that is expected to bolster the case against the suspects.

The investigation was triggered by a complaint filed on September 30, 2024, alleging irregularities in the tendering process.
The EACC has expressed concern over the misuse of medical insurance tenders in public institutions, which it says have become a frequent avenue for embezzlement through bid rigging and kickbacks.
The commission has vowed to intensify scrutiny in such procurement processes to curb corruption and safeguard public funds.
The suspects are expected to face charges relating to corruption and procurement violations once investigations are complete.
The EACC has reaffirmed its commitment to holding public officials accountable for the misuse of taxpayers’ money.
