NAIROBI, Kenya – The National Transport and Safety Authority (NTSA) has ordered all public service vehicle (PSV) operators to immediately audit their fleets following a surge in unauthorized vehicle modifications that contravene traffic regulations.
In a public notice issued on Monday, the Authority cited widespread non-compliance across the commuter transport sector, warning that any vehicle found in breach of the law risks impoundment, license suspension or outright revocation.
“All licensed Public Transport Operators are hereby directed to conduct an immediate and comprehensive audit of their fleets,” the NTSA said.
“Failure to take corrective action will attract regulatory measures at the level of individual motor vehicle owners and operators.”
The crackdown comes amid growing concern over matatus—commuter minibuses—that have been modified with graffiti, tinted windows, LED lights, and other artistic elements that obscure critical vehicle identification information.
According to NTSA, such alterations make it difficult to verify the Sacco or company a vehicle is registered under, its route designation, and even the mandatory continuous yellow line that identifies it as a licensed PSV.
“These modifications violate both the letter and spirit of public transport regulations and erode public confidence in the PSV sector by creating ambiguity around licensed operators,” the statement read.
Some vehicles have also failed to display official NTSA stickers or other regulatory identifiers, further complicating enforcement and safety verification.
The NTSA has made additional compliance guidelines available on its website and said enforcement action will begin immediately against vehicles that are not brought in line.
The directive is expected to affect hundreds of matatus operating in major urban centres, particularly Nairobi, where the culture of heavily customized vehicles has flourished despite periodic government crackdowns.
Public transport saccos are now on the clock to ensure their fleets meet all regulatory requirements or face stiff penalties in the coming days.
