NAIROBI, Kenya – President William Ruto has reshuffled key Principal Secretaries (PSs) in a fresh round of government changes, aiming to enhance efficiency and streamline service delivery.
The reassignments, announced under Executive Order No. 1 of 2025, affect six PSs, with Prof. Julius Bitok moved to head the State Department for Basic Education under the Ministry of Education.
Other key reassignments include:
- Ms. Teresiah Mbaika – now in charge of the State Department for Aviation & Aerospace Development (Ministry of Roads & Transport)
- Mr. Ismael Madey – transferred to the State Department for Special Programmes (Ministry of Public Service, Human Capital Development & Special Programmes)
- Mr. Harry Kimtai – now leading the State Department for Mining (Ministry of Mining, Blue Economy & Maritime Affairs)
- Mr. Elijah Mwangi – moved to the State Department for Sports (Ministry of Youth Affairs & Sports)
- Dr. Belio Kipsang – reassigned to the State Department for Immigration & Citizen Services (Ministry of Interior & National Administration)
According to a statement from Chief of Staff and Head of Public Service Felix Koskei, the changes are intended to “harness emerging economic opportunities and address social challenges” as part of the government’s Bottom-Up Economic Transformation Agenda (BETA).
“The President has exercised his constitutional mandate to restructure government operations, ensuring the effective delivery of services and the acceleration of key socio-economic programs,” the statement read.
In addition to the reassignments, 14 new Principal Secretaries have been nominated, pending parliamentary approval. Among them are:
- Dr. Jane Kare Imbunya – State Department for Public Service & Human Capital Development
- Dr. Oluga Fredrick Ouma – State Department for Medical Services
- Dr. Caroline Wanjiru Karugu – State Department for East African Community (EAC) Affairs
If approved, these appointees will play a pivotal role in driving government policies across key sectors.
The shake-up also saw the nomination of six diplomats to foreign missions, including:
- Susan Nakhumicha Wafula – Permanent Representative to UN-Habitat, Nairobi
- James Buyekane Muhati – Consul-General in Guangzhou, China
- Abdi Dubat Fidhow – Consul-General in Arusha, Tanzania
The nominations now await parliamentary vetting before the newly appointed officials can assume their roles.
